[Coloniality / Modernity] Enclosure --> Opportunity Costs --> Stranded Assets Lots of folks have been reaching out to "congratulate" me on my 10-year anniversary with the Science Based Targets initiative (SBTi) -- which encompasses both my formal affiliation serving on its inaugural Technical Advisory Group (TAG) 2015-2020, and less formally as an "original instigator" (SBTi tried to get LinkedIn to disallow this designation a while back, but I responded to the challenge, and apparently LI came down on my side.) I can't remember why I listed February 2014 as the starting point, as my role as "original instigator" predates this by a couple of years (I peg it to my chat over beers with Janet Ranganathan of World Resources Institute -- which serves as Secretariat of the Greenhouse Gas Protocol (GHG Protocol) -- at the cocktail hour of the Ceres, Inc. Conference in 2012, where I pointed out the GHGP's lack of tie-in to the carbon budget as determined by the climate science). In any case, this anniversary gives pause to step back and reflect on the broad dynamics of an individual like me engaging with established institutions in the field (namely, the SBTi partner organizations -- CDP WRI WWF United Nations Global Compact). These players were glad to engage with me when SBTi was in start-up mode, and in need of reputational validation. (Here's a video SBTi asked me to speak in https://lnkd.in/eCuFsTs4 from March 2015 where I supported them whole-heartedly). Then in early 2018, SBTi abruptly shifted from giving guidance on all SBT setting methods, to exclusively allowing use of methods SBTi itself created, and disallowing independently created methods. But there was at least one method that fulfilled the selection criteria they listed, yet SBTi banned it nevertheless. In the context of modernity / coloniality (per Vanessa Andreotti's definition), this act falls into a pattern of enclosure. Just as the rich enclosed the territorial commons in the United Kingdom over centuries with thousands of Inclosure Acts, so too did SBTi seek to enclose the commons of sustainability knowledge and practice, using its status as a "de facto" standard setter to legitimize an act that was transparently illegitimate based on the evidence. Since then, the only 2 comprehensive scientific studies of SBT methods (Bjorn et al 2021 & Rekker et al 2022) have found the banned method to be the strongest. So we are now is a protracted period of society bearing opportunity costs of locking in inferior SBT methods, when we could be implementing a superior (scientifically speaking) method. The insufficient infrastructure that SBTi has locked into place ultimately represents a stranded asset, as it will not sufficiently address the issue it was created to address -- other, fit-to-task assets *should* have been deployed. This is a fractal of what I see happening in many other instances and fields, which are all patterned in the context of collapse...
