Here's a thought. Why not 4 hydraulic 5" diameter rams mounted (just inside the wheel wells) in the car with their piston rod facing down. The endcap of the rod would be a steel square about 6"x6". On this steel square is rubber very specifically designed to grip the road in a braking slide fashion. In the event of an emergency, if the driver pushes the brake pedal hard enough and long enough, these 4 pistons would push their rods down and these special brake pads would touch the road and basically these pistons would lift the car up so all the weight of the car was on these special braking pads. These pads could be very specifically designed so that their optimization was only for braking, (remembering race car tires cannot be optimized just for their braking abilities). This emergency braking system would be required equipment on every car, so their weight penalty to the cars would be on every car. Net effect: in an emergency braking situation, a significant maximization of the ability to rapidly slow the car down, much faster braking than what the tires can do.
