🚨 Big News for EU Health Policy: Full Health Committee on the Horizon! The EPP, Renew, and S&D groups in the European Parliament have reached an agreement to transform the Subcommittee on Public Health (SANT) into a full committee with legislative powers! This major move, part of the deal to support Commissioners-Designate Jessika Roswall and Hadja Lahbib, shifts health decision-making in the EU. This shift will separate health responsibilities from environmental issues, allowing the new SANT Committee to take the lead on crucial health areas, from pharmaceuticals and medical devices to mental health and health crisis response. Meanwhile, the ENVI Committee will focus on climate and environmental policies. Official confirmation is expected in December, with the new committee launching in January 2025. I know first-hand the challenges and needs in the field of health. As member of the #ENVI Committee in European Parliament I intend to take active role in improving the health policies of the EU. For this reason, as my first act as #MEP, I have took over the role of EPP Group in the European Parliament shadow rapporteur on the Opinion of ENVI for the General Budget of the EU for 2025. According to Katarzyna Kacperczyk, Undersecretary of State at the Ministry of Health, the Polish Presidency of the EU Council will be an opportunity to showcase not only best practices but also experts whose work has contributed to Poland's achievements in the field of prevention. "We are ambitious enough to attempt an analysis and exchange of experiences among EU countries regarding the assessment of prevention effectiveness (...) We would like to review EU programs to assess which instruments truly work (...) Prevention involves education, but also the availability of solutions — both actual and economic — and we will address these topics during our presidency," Katarzyna Kacperczyk said during the conference "The Road to the Presidency: Prevention and Public Health in the Program of the Polish Presidency of the EU Council," organized by the Institute for the Development of Social Affairs. "We have also agreed with the European Commission and the Member States that, in the context of threats posed by cancer and cardiovascular diseases, the first meeting of the EU Council will include a discussion on revising the Tobacco Directive (...) Although the work will not begin during our presidency, as it is quite a complex issue." Katarzyna Kacperczyk noted that during the Polish Presidency of the EU Council, the implementation of the legislative package concerning the European Health Data Space will take place. "This is a particularly important moment because the institutional architecture of this system will be shaped at both the national and EU levels. MOTION BY MEMBER of the Dutch Parliament Mona KEIJZER ET AL. Proposed April 10, 2024. A majority voted in favour April 16, 2024 After hearing the deliberations, noting that both the Working Group International Health Regulations (WGIHR) and the International Negotiating Body (INB) are authorized to deliver the final legal formulation of the envisaged amendments to the International Health Regulations (IHR) and the Pandemic Treaty to the 77th World Health Assembly (WHA), which will take place at the end of May 2024; noting that this process is proceeding at an unprecedented pace, whereas such far-reaching measures require more time to be considered, reviewed and properly implemented; whereas ignoring procedural obligations under IHR and leaving unclear the link between the amended IHR and the new pandemic treaty undermines the international legal order and thus the democratic legitimacy of this regulation in violation of Article 55 of the IHR, which requires proposed amendments to be submitted to the Contracting States at least four months before deliberation and voting in the WHA; whereas this does not provide sufficient opportunity to examine the changes and their important legal, health, economic, financial and human rights implications; whereas the request to adopt the amendments to the IHR or the text of the envisaged pandemic treaty is not in line with the UN principles and guidelines; instructs the government to request a postponement of the vote on the amendments and thus on the IHR and the new pandemic treaty at the World Health Assembly and, if this postponement is not obtained, to vote against the proposed amendments to the IHR and the new pandemic treaty as a whole; and proceeds to the order of the day. One Health: a joint framework for action published by five EU agencies A cross-agency task force will work on implementing the joint framework for action over the next three years, focusing on five strategic objectives: strategic coordination, research coordination, capacity building, stakeholder engagement and joint inter-agency activities. "scientific advice provided by the agencies is increasingly integrated, that the evidence base for One Health is strengthened and that the agencies are able to contribute with a common voice to the One Health agenda in the EU. In November 2023, the five EU agencies that provide Scientific advice.
