The Parliament recently passed the Telecommunications Bill, 2023. Among other improvements from its predecessor, the Bill has included a provision for an administrative process for the allocation of satellite-based spectrum. This is in contrast to the otherwise standard auction-based process for other kinds of spectrum.
In this personal blog post, I use one of the Competition Commission of India’s advocacy ex-ante measures to analyze the proposal for administrative allocation of satellite spectrum. I contend that with well-thought execution, the proposed method will be relatively better for competition and healthy investment in the satellite communications sector.

The Lahaina fire should represent our ‘White Flag’ wake up call for action due to ever increasing deadly ‘Urban Fire Conflagrations’. Incidents like these are no longer ‘Wildland/Urban Interface’ fires. Dry, abundant vegetation (outside AND inside urban areas), combined with severe high winds become force multiplyers. The wildfire ignition starts, gains momentum and doesn’t stop at the intersection of ‘Wildland’ and ‘Urban’. Mass ignitions continue to burn in the Urban environment accelerating the firestorm caused by burning buildings, cars, and highly flammable landscaping vegetation etc.
I’m going to bet the sirens were understood to be used for a Tsunami warning, if so people may have been trained to seek higher ground which would have put people running towards this wildfire. Are the sirens for Tsunami? Wildfire? ….Hopefully both…
There is so much to be learned from the last 10 years of deadly Urban Fire Conflagrations:
2018 Camp fire (Paradise, CA): 85 civilian fatalities
2017 Tubbs Fire: 22 civilian fatalities
2013 Yarnell Hill Fire: 19 Firefighter fatalities
And numerous other wildfires throughout the decades that have killed firefighters and civilians.
The heavy lift is urgent and in front of all of us…

Communication infrastructure, invisible on the vast majority of days, is a local and sometimes state government responsibility — commonly put off or executed without redundant layers in favor of waiting for grant dollars or to execute a needed infrastructure/public works project.
Integration with neighboring jurisdictions is expensive and complicated from a tech, coordination and interagency exercise and implementation standpoint. Tech has come an incredibly long ways but cost for implementation at a large scale is unfathomable for all but the largest jurisdictions.
Without continued support in the form of budget and tech support this story will continue to be written and coordinated interagency solutions will evade even the most prepared — which are truly rare.
