A well written article highlighting not only the importance of adequate training for working in confined spaces but also stressing the importance of suitable and sufficient rescue arrangements, particularly the need for liaison between the working team and the rescue team. The first tragic example showed a clear lack of atmospheric testing within the confined space, which should have been carried out by the works supervisor and cross checked by the Rescue Team Entry Control Supervisor (formally Top man) using completely different gas testing devices. What then became apparent was the lack of a suitable rescue plan as the first rescuer was unable to make an entry using Self-Contained Breathing Apparatus and had to swich to an escape hood (which then somehow became dislodged). Confined Space Rescue Teams are not part of a box ticking exercise, they should be comprehensively briefed by the Works Supervisor and fully understand both the tasks being carried out and any limitations of any of the workers (pre-existing medical conditions are a good example). Only then can a proper Rescue Plan be written, which accounts of limitations of the confined space and of course the individuals carrying out the work. To check the competency of a confined space rescue team, you can follow these steps: 1. **Training Records**: Review the training records of team members to ensure they have completed appropriate training courses related to confined space entry and rescue. 2. **Certifications**: Verify that team members hold relevant certifications, such as those provided by the National Examination Board in Occupational Safety and Health (NEBOSH) or other recognised bodies like City & Guilds. 3. **Competency Assessments**: Conduct competency assessments or evaluations to test the practical skills of team members in confined space rescue scenarios. 4. **Mock Drills**: Organise regular mock rescue drills to assess the team's response time, coordination, and effectiveness in a simulated emergency situation. 5. **Equipment Checks**: Ensure that the rescue equipment is regularly inspected, maintained, and that team members are trained in its use. 6. **Incident Reviews**: Analyse past incidents or drills to identify areas for improvement and ensure lessons learned are integrated into training and practices. 7. **Refresher Training**: Schedule regular refresher training sessions to keep skills current and address any new regulations or techniques. 8. **Feedback Mechanisms**: Implement systems for feedback from team members and other stakeholders to continually improve competency and performance. 9. **Compliance with Regulations**: Ensure that all practices align with relevant regulations, such as the Health and Safety at Work Act and the Confined Spaces Regulations 1997.
