There is no concrete cover So add a rubber/non rust base

NO bare steel should be in contact with the formwork. We learnt years ago “concrete cover is King” (it cannot be overruled by anything) if you don’t have adequate concrete cover, you cannot pour concrete. It creates a wick(ingress) or Trojan horse to allow moisture and rust to travel through the bare steel and expand during the rust process to explode the concrete and allow structural steel to be exposed to advanced rusting eventually failure of the structural bar then the failure of the slab. First rule learnt in concrete construction. To ignore this rule, the remainder of the construction is a waste of time.

The chair may be exposed to the open environment, which can lead to rust formation. This rust could potentially spread to other rebars within the structural element.

Nothing wrong about that hes fixing chairs for Post Tension Tendons.. normal practice These chairs are used to support the post-tensioning tendons or ducts at the correct height and alignment within the slab.
