An interesting perspective that should also note that DOD’s official policy is to buy vs build SW give the high risk and cost of all SW Development. Unfortunately DOD PMs lack the knowledge, market insights and tools to make informed decisions which is why 84% of DOD IT programs fail to deliver measurable value on time or on budget as seen with DCGS, AOC, FCS, DTS, CANES, MAVEN, to name a few. IT-AAC recent JADC2 Readiness Assessment documented these common failure patterns and working with informed leaders to address these gaps. Thank you #SEI #ETI #NDIA for an excellent report.
