As we knew from the outset, the OK Report has ignored the role of independent providers in the sector and has focused on what its political master wanted to achieve. While there are references to private for profit and private not for profit (a misleading term as all businesses are here to make profit, it is just what you do with that peofit) in terms of sector statistics, there is no discussion on where or how independent providers fit with the direction the OK Report is recommending. Merging TEQSA and the ARC into a new ATEC is just shifting deck chairs. Given TEQSA's non success rate in the AAT, everyone wins against TEQSA, any merger needs new staff and not current staff who continually have their decisions over turned on appeal (TEQSA may have implemented fee recovery but it is still wasting out taxes when defending poor decision making in the AAT). It is time to get rid of the career bureaucrats that would make Sir Humprey gush with pride and replace them with people who actually understand the sector and understand how to provide customer service in a quality assurance environment rather than being faceless public servants who struggle to communicate in a professional manner. Still so much work to reform tertiary education in Australia.
