Housing issues are significant but just one of many systemic issues that prevent reunification. Once the danger threat that led to removal has been resolved OR an in-home safety plan can be implemented, children should be reunified with court oversight. Parents involved with child protective services are held to unreasonable expectations due to state and local jurisdictions fearing liability if something should go wrong.
