Amidst mounting opposition, the newly formed ITRE committee is challenging the EU Council's proposed cuts to the 2025 Horizon Europe budget. The newly formed ITRE committee is contesting the EU Council's proposed cuts to the Horizon Europe budget for 2025. The proposal includes a reduction of €𝟰𝟱𝟬.𝟰𝟵 𝗺𝗶𝗹𝗹𝗶𝗼𝗻 from the research and innovation budget, with €𝟰𝟬𝟬 𝗺𝗶𝗹𝗹𝗶𝗼𝗻 coming from 𝗛𝗼𝗿𝗶𝘇𝗼𝗻 𝗘𝘂𝗿𝗼𝗽𝗲. While EU institutions agree on the 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝗰𝗲 𝗼𝗳 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝘃𝗲𝗻𝗲𝘀𝘀, only the Parliament remains committed to the necessary budgetary decisions. These cuts follow a €𝟮.𝟭 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 𝗿𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 from the original €𝟵𝟱.𝟱 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 𝗛𝗼𝗿𝗶𝘇𝗼𝗻 𝗘𝘂𝗿𝗼𝗽𝗲 𝗯𝘂𝗱𝗴𝗲𝘁 for 2021-2027, reallocating funds to 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗨𝗸𝗿𝗮𝗶𝗻𝗲.. They say the rumor has it and this rumor is now becoming louder and louder! Being the Brussels liaison, all the discussions with regards to what comes next after #HorizonEurope is at heart of our activities. And yes, it seems that next FP10 will be much more different from what we have all expected. In a nutshell as reported by Science Business, a presentation by the Commission’s budget directorate reveals a scenario where about a dozen research and innovation programmes would be amalgamated into the European Competitiveness Fund, in an attempt to concentrate and streamline EU efforts to resuscitate innovation, productivity and economic growth. Another series of quite radical ideas on how the EU should organise its research and innovation landscape and funding. Many position papers published on #FP10 by countries and institutions call for a simple evolution of #HorizonEurope (same pillar structure, same programmes,) just with a bigger budget and some minor changes. So what does Europe want, a revolution or an evolution? The pessimist in me says it will probably end up somewhere in the middle with no one happy. The optimist, that Europe takes this momentum from recent provocative reports and uses it to give its researchers and entrepreneurs the funding support they deserve.

FP to Competitiveness Fund: here we go! ✒ With news coming from DG BUDG about a reallocation of research and innovation funding, the rumors finally see the light of day. How this will be done in practice is of course the question, because a mix of all funding streams entails moving responsibilities, strategies, and money. If you thought about a €200 billion FP10, probably think again: while that number could ideally be dedicated to research, it does not mean the current Pillars as we know them will receive that much additional funding. Instead, this would be divided with a likely reinforced EDF, Digital Europe, Invest EU, the Innovation Fund... You name it! On top of that, a fundamental question remains: is this the way forward for simplification? How would executive agencies see their responsibilities change in this new structure? How will DGs work together to make this happen? And more fundamentally, will it be easier or harder for researchers to understand where, when, and how to apply for funding? The European Union's 10th Framework Programme for Research and Innovation (FP10), is scheduled to start in January 2028. This program will succeed the current Horizon Europe framework, which is set to conclude at the end of 2027. In preparation for FP10, the European Commission is expected to present its legislative proposal by mid-2025, initiating negotiations with the Council and the European Parliament. The goal is to finalize and adopt the FP10 package before the end of 2027, ensuring a smooth transition between the two framework programs. 📜 But the development of FP10 has already begun, with various stakeholders, including Member States, Associated Countries, and research organizations, contributing position papers and recommendations to shape the program's priorities and structure. 💰 It seems that the FP10 total budget will substantially increase compared to the current Horizon Europe programme, which has a budget of €95.5 billion. 🧠 Check out the EuroGeoSurveys FP10 position paper and les us hear your thoughts! #reaserch #innovation #geoscience #RandD
