Couldn't agree more. On the long run, we need some kind of "Market Coupling" for capacity markets... Cross-border participation as established now is no substitute for a harmonized union-wide approach

Berlin Process 10 🇦🇱🇦🇹🇧🇦🇧🇬🇭🇷🇫🇷🇩🇪🇬🇷🇮🇹🇽🇰🇲🇪🇲🇰🇲🇰🇷🇸🇸🇮🇬🇧🇪🇺 💠 The EU policy towards the Western Balkans needs conceptual realignment, particularly in education, research and innovation – one of the most critical sectors for competitiveness, human capital and dual transitions. 💠 This means unifying the two fundamental principles of the EU: excellence with solidarity. They apply symbiotically, both for the EU policy and the policy of Western Balkans’ national governments. Solidarity works through mutual commitment. Actual excellence relies on courage.   💠 In operational terms, this means having a Western Balkans Gateway in every EU funding programme and policy framework, from ERC to ERA and the new European Competitiveness Fund. This intersectoral approach would not only accelerate the region’s integration into the EU but also reflect its (geo)strategic importance for the EU.   ❕ We recognise that some areas may see faster and deeper integration before full EU membership is achieved. Western Balkans’ education, research and innovation sectors are the champions of EU integration, and this is not without a reason. Science does not know borders. Science informs. It paves the way for political decisions.   ❕ Things will not improve significantly and swiftly in the Western Balkans, if elected decision makers and those bearing responsibility for society and economy in the EU and in the region will not find the courage for the future. The idea of developing a policy-based Multiannual Financial Framework (MFF) and a European Competitiveness Fund is very interesting and reflects the dire need to better focus and steer EU investment. However, it also comes with challenges.

This is a very special one as I had the opportunity (thanks to the amazing Klaudia Majcher) to participate together with many dear colleagues and friends at the European University Institute on a report titled "Charting the digital and technological future of Europe : what priorities for the European Commission in 2024-2029?". My contribution addresses the future of Virtual Worlds and how the European Commission should react to the risks these environments might pose for fundamental rights, democracy and the rule of law in crucial areas such as work, education or health. They displace capacity from neighboring zones; and explicit cross-border participation cannot properly solve this issue. The UK Government has published its Position Paper on the 10th EU Research and Innovation Framework Programme. The position paper takes a very positive approach to FP10, outlining the achievements of previous Framework Programmes and the value of working together across Europe for peace, security and prosperity. The position paper is supportive of maintaining and evolving the current structure with different pillars supporting excellent research, collaborative research and innovation. An interesting comment is made in the section on 'Excellence and widening' which states: 'There may be merit to exploring a regional rather than a national lens to contribute greater benefits to European research excellence given the wide diversity of regions across Europe and the range of institutions not currently reached by EU funding.' https://lnkd.in/emVCv2Cp

We are proudly to announce that IC4EU Chair holder Prof Dr Tea Golob has published a chapter (in co-autorship with Prof. M. Makarovič) entitled Introducing Reflexibility as a Path towards Society 5.0. The chapter is a part of the edited volume European Union as a Global Agenda Setter. The text will feed into research and teaching activities of the Chair, as it introduces the concept of reflexibility, which merges the notion of reflexive thinking and responsible behaviour. It is based on Archer’s view on reflexivity, seeing it as the mediator between structure and agency and as the crucial component of social change. Reflexibility is  seen as the leverage towards more favorable social conditions. As an analytical proxy for sustainable settings on a macro and micro level we take the idea of Society 5.0 which superimposes the industry 5.0. We analyze the dynamics of the emergence of Society 5.0 in the evolutionary context by considering historical and synchronic factors. You can read more here: (https://lnkd.in/diiaz8Bs).
