The Oxbow Road neighborhood in the Town of Lexington had a history of severe periodic flooding during rain events. This residential area is made up of Oxbow Road, Constitution Road, and Freemont Street, and is bordered by Route 128/95. This major highway system contributes substantial stormwater runoff into the municipal drainage system with a discharge to Kiln Brook. Seeking a long-term solution, the Town of Lexington hired Environmental Partners, An Apex Company (EP) to solve their challenges of extreme localized flooding. Creating a multi-layered approach, EP provided high level stormwater management to address the drainage issues and implemented both gray and green infrastructure interventions. The design of Phase 1 improvements included daylighting approximately 175 linear feet of existing drainage pipe, wetland restoration, and increasing the size of upstream drainage structures within Constitution Road. Final wetland plantings and site restoration of Phase 1 will conclude this Spring to make way for Phase 2 flood mitigation construction. A peek beneath the dirt: Did you know that stormwater management is a critical issue in construction? To combat challenges of heavy rainfall, underground structures and vaults are used for stormwater storage where there is not enough space for an aboveground facility. The water is then slowly released to local streams, which reduces downstream flooding and erosion. Llanfair Talhaiarn, a Welsh village at the confluence of the Nant Barrog watercourse and River Elwy, faced severe flooding during Storm Ciara in 2020, affecting 40 homes. To address this, Cyfoeth Naturiol Cymru / Natural Resources Wales appointed AECOM to develop a comprehensive flood risk management scheme.  Designed to protect against severe, once-in-a-century floods (1% AEP), the scheme used advanced hydrological and hydraulic modelling to inform the civil design. Key infrastructure improvements included replacing a deteriorated 40-metre brick arch culvert with a reinforced concrete bridge, constructing 75 meters of flood walls, and installing a highway drainage system with non-return valves.  Environmental enhancements included restoring habitats for migrating fish, eels, and otters, removing weirs, installing an otter pass, and fitting a vegetated retaining wall. #Hobart's stormwater infrastructure includes a diverse range of open waterways, litter and sediment traps, culverts, drains and gutters to protect us from flooding events. #Stormwater infrastructure can only hold so much. To protect our vibrant communities from the impacts of #flashflooding and #landslide (debris flow) events during high rainfall, CES-Lab aims to guide and develop near-future solutions for Hobart’s stormwater infrastructure. CES-Lab has obtained #Tasmania State Emergency Service competitive funding (total project value of $251,000) to assess the feasibility and performance of combined stormwater/landslide protection systems for Southern Tasmania.  The work conducted will use state-of-the-art predictive modelling to explore the impacts of various changes to stormwater infrastructure on both hazards. By understanding the interplay between flood water, debris flows, and stormwater infrastructure, this work will quantify the benefits of various structures in protecting against both types of channelised flow.  The funding leverages the ongoing work conducted by CES-Lab under Drs Gholamreza Kefayati, Ali Tolooiyan and Ashley Dyson in combined flood and landslide protection systems.
