The whole system feels rigged if managers are insecure of their team members. The first and most important step of becoming a manager is to let your team shine and if you can't do that then you are simply a 'talented' individual who got a good promotion without the skills to be a good manager.
What does smarts have to do with doing the job? Everyone started somewhere and most likely they were not the smartest or even knew what to do at some point. Being smart should not be the first priority when hiring. I'd rather have on my team someone who wants and has the ability to learn and grow over someone "smart".
