We like to use navigation analogies to justify careful planning, and underestimate the effect of uncertainty and change. Using a map to get from A to B assumes: 1. We know where we are 2. The map is accurate and the geography is unchanging 3. We can specify where we want to go 4. We intend to stay the route no matter what happens along the way All of those assumptions are suspect when we are developing something new with imperfect knowledge.
