Something monumental happened in the UK this week. Not with a bang, but with a turning of the page in history books. On Monday, the UK’s last coal-fired plant shut down, marking the end of 142 years of coal-powered electricity production in the country. It’s a moment rich with symbolism—especially given that the Industrial Revolution began in the UK over a century ago. This closure also makes the UK the first G7 country to achieve this milestone. While there is still much work ahead—both in the UK and globally—to meet our climate goals, this is a bright spot worth celebrating. A useful primer on the next, urgent steps for upgrading the grid to enable decarbonisation ambitions to be met. According to the Workd Bank, Britain’s grid has long been one of the most stable in the world. It is also one of the world’s cleanest, emitting a third less carbon dioxide than the German grid did in 2022. Much of the success has been achieved by innovations brought about through earlier privatisations. But, as the author argues here, the next stage will require a clearly defined and enlarged role for the state. With public spending severely constrained, this will be a challenge. Might it not have been better for the government to have prioritised this foundational and fundamental upgrade before embarking on HS2 (High Speed Two) Ltd? After all, the expanded electrification of the railways and of road transport can only work if we first have a grid network capable of carrying the load. Guy Newey

A little while ago, the Department for Energy Security and Net Zero posted a highly amusing response to a Parliamentary question from Dame Andrea Jenkyns about offshore windfarms, namely the performance of the fleet in recent years (its capacity factor – the output as a percentage of the maximum theoretical output), and the department’s predictions of how that performance will change in the next few years. The results, as presented by Andrew Bowie, one of the junior ministers in the department, are shown below. As you can see, his civil servants reckon that the fleet output is going to soar. In two years’ time. It’s hard to know whether to laugh or cry at the preposterousness of this claim. There is no plausible deniability here, DESNZ is simply assuming away the problem of the extraordinary costs of Net Zero by imagining that everything is going to get far, far better in the very near future. You can guarantee that by 2025, those elusive gains will have slipped just a couple more years into the future. It’s not so much “the grown-ups are back in charge” as “the fantasists have taken over”.
