"The Department of Defence, #DoD, needs to fully control use of future space-based systems being jointly developed with the Intelligence Community to gather battlefield #intelligence, #surveillance and #reconnaissance (ISR). I think if we drive tactical #ISR in #space 🚀 to be more like #nationaltechnicalmeans the country will lose, the warfighter will lose. It’s policy. The policies about space ISR were written in the ’80s and ’90s, maybe even the ’70s, when we were trying to sort of manage a much smaller #constellation of national systems. I think the Director of National Intelligence, #DNI, and #DoD both need to review the policies about tactical ISR systems in space, and allow them to have the #same control, same classification and same direct downlinks that tactical airborne ISR systems have today". Speaking at the Association of the U.S. Army’s annual conference, Col. Peter Atkinson highlighted key priorities, including new satellite navigation receivers designed to resist jamming, as well as multi-orbit communication systems and increased use of commercial satellite imagery. Atkinson, who is Army Space Division chief at the Pentagon, said secure GPS receivers, which incorporate M-code anti-jamming tech and additional sensor data, will be rolled out across Army units by 2025. These advanced receivers, manufactured by BAE Systems, are designed to work with the GPS M-code signal, a military-grade system with enhanced security.

Kratos Defense and Security Solutions announced April 4 it completed a demonstration of satellite-based broadband for the US Army using a virtual ground system — a software-defined alternative to traditional hardware-based ground stations for controlling satellite constellations. The company won a contract in 2022 to conduct the demonstration for the U.S. Army’s Program Executive Office for Command, Control, Communications Tactical PEO C3T as part of a broader push to modernize voice and data communication for tactical units. Assistant Secretary of the United States Air Force for Space Acquisitions and Integration makes clear that “the DNI [Director of National Intelligence] and DoD both need to review the policies about tactical ISR systems in space, and allow them to have the same control, same classification, and same direct downlinks that tactical airborne ISR systems have today," said Calvelli to a full room at Center for Strategic and International Studies (CSIS). Why is ISR and its #bigdata connectivity necessary for the national security we derive from #space assets? ISR stands for battlefield intelligence, surveillance, and reconnaissance. It allows coordinating information about objects being tracked from space to enter military platforms for #defense and deterrence operations. As information sets from new #satellites 🛰📡 get more extensive and reach near real-time speeds, how it is quickly delivered, protected, and provisioned will require systems and policies that move at the pace of relevance to ensure strategic capability and technology overmatch. It reminds me of the move to high-frequency trading (#HFT and algos) and the changes experienced by the finance community. Space Force reshapes for a new era of competition. The U.S. Space Force is making organizational moves that the industry should closely monitor. These changes, spearheaded by Chief of Space Operations Gen. Chance Saltzman, aim to amplify the voices of satellite operators and personnel on the front lines of space operations and create new mechanisms to stay abreast of cutting-edge developments. Key initiatives include establishing Integrated Mission Deltas (IMDs) and creating a Space Futures Command. While these may sound like typical military jargon, they signal important shifts in the Space Force’s operations and innovation plans. The Space Force IMDs combine units that handle specific mission areas — such as space electromagnetic warfare and positioning, navigation and timing — with program offices responsible for testing, maintenance and acquisition activities. Officials said this integration breaks down traditional silos and allows for a more streamlined command structure where one leader oversees all aspects of mission readiness. Saltzman has advocated for this approach in order to accelerate modernization and posture the Space Force to compete more effectively with rival powers that are challenging the U.S. in the space domain. Beijing’s accelerating pursuit of space capabilities, from anti-satellite weapons to advanced surveillance systems, has necessitated these changes, Saltzman has said. Assured, unfettered access to space capabilities must not be taken for granted. Commanders must know how space capabilities support + enable operations, as well as the impacts of a degraded space environment. What happens when GPS is denied, SATCOM jammed, and ISR is obstructed? Is there a terrestrial alternative? What are the vulnerabilities and capability gaps?
