The Biden administration is preparing to raise tariffs on clean-energy goods from China in the coming days, with the levy on Chinese electric vehicles set to roughly quadruple, according to people familiar with the matter. Higher tariffs, which Biden administration officials are preparing to announce on Tuesday, will also hit critical minerals, solar goods and batteries sourced from China, according to the people. The decision comes at the end of a yearslong review of tariffs imposed by former President Donald Trump on roughly $300 billion in goods from China.

Lael Brainard, the White House’s top economic advisor, told Reuters these revised duties are “tough, targeted” tariffs to counteract China’s state-driven subsidies while simultaneously encouraging US OEMs to separate themselves from China’s monopolized supply chain and bring more industry back to North America. Per Brainard: The 100% tariff on electric vehicles here does reflect the very significant unfair cost advantage that Chinese electric vehicles in particular are using to dominate car markets at a breathtaking pace in other parts of the world. That’s not going to take place here under the vice president’s and the president’s leadership.

I can identify two thoughts related to this. 1) I think it’s an effort to protect American automakers. 2) I think it will limit the choices of American citizens seeking lower priced EVs.

Watching USTR Ambassador Tai's appearance before HWM and SF on the President's 2024 Trade Agenda has been painful for any trade pro who longs for continued trade liberalization. There is a fundamental political split between Democrats and Republicans as to what trade policy should achieve: market access and lower tariffs vs. elevating labor and environmental considerations to an equal level . . . not to mention whether trading with China is sustainable. U.S. trade policy has become overly legalistic to resolve disputes quickly so the U.S. will be forced to use more blunt levers of tariffs and access to the U.S. market. Guys, IT IS OVER so we should expect increased U.S. tariffs, a weak WTO, "no go" zones (e.g., Russia), and supply chain disruptions as part of this period of deglobalization. #globaltrade #tariffs #ustr #tradecompliance #ustr
