The Batken region of Kyrgyzstan lies right on its border with Tajikistan. It has seen some notable disturbances in recent years due to the border conflicts with the neighbouring country. The infrastructure has taken a severe hit. Add to this the mountainous terrain of the region, accessibility becomes a key challenge for the residents of the region. Dr Aidarali kyzy Aizada, a family doctor in Batken highlights this challenge for her patient - a child who suffers with epilepsy. Accessing the right kind of healthcare would have meant travelling at least a few hundred kilometres from the child’s home to the nearest big city with the appropriate healthcare. That there is very little public transport does not help matters at all. So what did the family do? How did they manage to access quality healthcare while being at home? As ever, the Home Office response to serious concerns about the treatment of people in its care is to simply assert that there are appropriate minimum standards set and that these "must" be met. Of course, it is not just this department (or even Government) that responds to criticism and complaint in this way. The response is an effective denial of the complaint without actually saying the complainant is being dishonest (or even mistaken). It is an implicit assertion that it is (or should be) enough that a rule is made (standard is set), rather than there being any concern with whether the rule is enforced or followed - the word "must" is simply to fob off a complaint and indicates precisely the opposite of the word's meaning because the speaker is signalling their lack of any care whether what is said must be followed is in fact followed at all. This is in essence, what this department (and its ministers) did so recently with their abysmal deal with Rwanda - they agreed some rules (or standards) and then acted so as to require everyone else to accept this was enough without having to bother with or caring whether these would or could ever be followed (even to the point of obstructing or prohibiting any capacity to ensure they are followed). In this way, those with power make a farce of rules and standards by treating these as either ways for them to oppress other people (so as to sustain or expand their own power), or as ways to fob off legitimate complaint as to what they actually do or allow.

#StatOfTheDay Consumers belonging to private medical aid funds in Namibia paid about N$1.36 billion in contributions in the fourth quarter of last year, nearly N$136 million or 11% more than the same three months in 2022. By comparison, total membership of private medical aid funds grew by about 9%. According to the Namibia Financial Institutions Supervisory Authority (NAMFISA), 229 487 people belonged to private medical aid funds in the country by the end of last year. Medical aid funds settled claims totalling nearly N$1.15 billion in the last quarter of 2023, up 4% year-on-year. #namibia #medicalaid #health
