🌟 Exciting News! 🌟 The European Parliament has approved the landmark Artificial Intelligence Act, aimed at protecting fundamental rights, democracy, and environmental sustainability while fostering innovation in Europe. As a result of negotiations with member states, the regulation has been endorsed with overwhelming support from MEPs. Key highlights of the Artificial Intelligence Act include: 🔹 Bans on certain AI applications that threaten citizens' rights, such as biometric categorization systems and emotion recognition in sensitive environments. 🔹 Strict limitations on the use of biometric identification systems by law enforcement, with safeguards in place for real-time deployment. 🔹 Obligations for high-risk AI systems to assess and reduce risks, maintain transparency, and ensure human oversight. 🔹 Transparency requirements for general-purpose AI systems, including compliance with EU copyright law and labeling of artificial or manipulated content. This groundbreaking regulation not only sets the standard for AI governance but also positions Europe as a leader in the field. It reflects the EU's commitment to upholding values and protecting its citizens in the digital age. On the 1st of Juli I posted the “Unacceptable risk” of the EU AI ACT. Today: HIGH RISK AI systems that negatively affect safety or fundamental rights will be considered high risk and will be divided into two categories: 1) AI systems that are used in products falling under the EU’s product safety legislation. This includes toys, aviation, cars, medical devices and lifts. 2) AI systems falling into specific areas that will have to be registered in an EU database: ·        Management and operation of critical infrastructure ·        Education and vocational training ·        Employment, worker management and access to self-employment ·        Access to and enjoyment of essential private services and public services and benefits ·        Law enforcement ·        Migration, asylum and border control management ·        Assistance in legal interpretation and application of the law. All high-risk AI systems will be assessed before being put on the market and also throughout their lifecycle. People will have the right to file complaints about AI systems to designated national authorities. #strategy #artificialintelligence #innovation

Governments have let the deftech sector escape oversight. Democratic blocs of the world with no new binding rules about what types of AI systems the military and intelligence services can use, therefore lacking the moral authority to encourage other countries to put guardrails around AI use. The decision to not regulate military AI has a human price. Even if they are systematically imprecise, these systems are often given undue trust in military contexts as they are wrongly seen as impartial. Yes, AI can help make faster military decisions, but it can also be more error prone and may fundamentally not adhere to international humanitarian law. #digitalPORT 👮♀💻 Hamburg's waterway police has introduced a digital model that uses artificial intelligence (#AI) to systematically detect undeclared dangerous goods. The project, which was supported by the InnoTecHH fund, was launched in January 2023 and went into regular operation at the end of April 2024! In order to be able to systematically identify undeclared dangerous goods, the authority first needed digital access to all export and import shipment information on the containers handled via the Port of Hamburg. This information is available in the Port Community System (PCS) operated by DAKOSY. ➡ By the end of 2023, the import data had been integrated into the waterway police's digital dangerous goods information system (#GEGIS), and by the end of April 2024, the export data will be integrated into the PCS and trained with an AI. "The shipments will be marked with a probability factor for undeclared dangerous goods and checked by us," explains Lutz Dreyer, head of the Waterway Police WSP 52, Central Dangerous Goods Monitoring Centre. Thilo Buchheister, who is leading the project for DAKOSY, adds: "We use a deep learning model for the automated, regular training procedures and can therefore also include new aspects, such as additional goods descriptions, in the analysis." Tech companies need to be held accountable! 🪧 Currently two major regulations for Artificial Intelligence are approaching the finish line: the European Union’s #AIAct and the Council of Europe’s #AIConvention. Both were meant to protect our human rights against harmful uses of AI – be it by governments or by Big Tech! The winning parties now seem to be tech companies and governments' security hardliners: Currently, the Council of Europe is discussing options that would allow member states to limit the AI treaty’s applicability to public authorities and keep private companies out of scope. Meanwhile, in the AI Act, EU policymakers also chose to include an array of loopholes for tech companies. Together with over 30 civil society organisations we call upon the negotiating states to make sure tech companies won’t go unchecked and to protect our human rights! ⤵️ https://lnkd.in/d-HP2RNd

AlgorithmWatch and other civil society organisations are urging regulators to close loopholes and exceptions in the EU's AI Act and the Council of Europe's AI Convention before they are passed. What questions and concerns do you have regarding AI regulation?

I am deeply concerned by the recent blocking of the AI safety bill in California. This decision potentially paves the way for unchecked innovation by large tech companies in AI. We do not allow pharmaceutical companies to develop and release drugs without rigorous testing and regulatory oversight. The same principle should apply to the development of AI technologies, which have the potential to profoundly impact our society. Guardrails, transperency, and care for ethical considerations are totally missing from current AI development. Unchecked AI development could lead to unintended consequences that may be difficult or impossible to reverse once deployed at scale. It is crucial that we strike a balance between fostering innovation and ensuring the safety and wellbeing of our society. Policymakers should reconsider their stance on AI safety regulations and come up with something.
