Key weaknesses identified by the industry panel include: - Planning delays and lack of land coming through - Lack of skills in the housing and construction labor force - Heavy regulatory burden increasing costs   - Restricted mortgage market and lending - High development costs for SMEs - Withdrawal of government initiatives, like Help to Buy - Environmental agency interventions causing delays In the analysis Bill stresses, “A concerted effort is required from both government and industry to enable us to have the labor and materials available to meet ambitious targets.” The focus must shift towards improving collaboration between local authorities and developers, reducing delays, and investing in a skilled workforce to meet the demand for affordable homes.
