Problem is that we have divided our engineering scope in planning, quality, billing, contracts, execution etc. I understand contracts and billing but why civil engineer need planning quality , safety while executing work at site.

Till now quality belongs to one man show. Whole organization doesn't take any pain for quality improvement. Mainly due to inactive attitude of top leadership.
