𝗡𝗲𝘄 𝗙𝘂𝗻𝗱𝗶𝗻𝗴 𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝘆 𝗳𝗼𝗿 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘁𝗼𝗿𝗮𝗴𝗲 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀 ⚡ On October 1st, the Ministry of Energy approved a new state aid scheme aimed at supporting investments in energy storage solutions. This initiative is a significant step toward enhancing Romania’s renewable energy infrastructure, focusing on integrating innovative storage capacities with existing renewable energy production facilities. 💡 𝗞𝗲𝘆 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝘀𝗰𝗵𝗲𝗺𝗲: • 100% financing for eligible investment costs (operational expenses excluded). • Up to €100,000/MWh for installed storage capacity. • Flexibility for businesses: multiple project submissions are allowed, capped at €10 million per enterprise. 📋 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀: • Projects must focus on behind-the-meter storage, connected to renewable energy production units (including hydropower). • 75% of stored energy annually must be sourced from renewables connected to the storage system. • Implementation period: up to 24 months (final deadline December 31, 2029). 🚫 𝗜𝗻𝗲𝗹𝗶𝗴𝗶𝗯𝗹𝗲 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀: • Those combining storage with generation or not connected to a renewable energy facility. • Projects using lead-based, NiCd, or NiMH technologies. • Previously funded projects or those submitted as partnerships. For businesses and investors, this presents a valuable opportunity to support the transition to cleaner energy solutions while improving energy security and operational efficiency. With significant financial backing from the Modernization Fund, including a total budget of €150 million, this scheme is designed to play a pivotal role in driving the energy transition.

We’re excited to have recently participated in the Battery Energy Storage Systems (BESS) Romania event, hosted by Energynomics . Our colleague, Irene M., shared some key insights into the evolving energy storage landscape: 🔹Over 80% of our members express interest in energy storage systems, highlighting the sector's growing importance. 🔹The transition away from fossil fuels necessitates a redesign of the electricity market to support large-scale storage adoption. 🔹The business case for energy storage has significantly improved over the past year, yet challenges remain, such as the issue of double taxation, which must be addressed in line with European law. 🔹Energy storage can alleviate congestion in certain grid areas, underscoring the need for anticipatory investments, similar to those being made abroad, emphasizing the need for Romania to plan beyond the immediate future (5-7 years). 🔹Cybersecurity measures for energy storage systems also require regulation. Representing the association, our Policy Officer - Irene M. shared valuable insights into Romania’s evolving solar energy landscape, reinforcing RPIA’s dedication to building a robust value chain across the industry. 💡 Key Highlights: 🔧 Workforce Development: With ambitious 2030 targets on the horizon, Romania will need 80,000 skilled professionals in the photovoltaic sector. Developing this workforce is crucial to meeting the industry’s rapid growth needs. 💶 Investment Opportunities: Romania is currently in its strongest financial position, with over €15 billion available for energy sector investments. However, a stable regulatory framework is essential to foster renewable energy development. ⚡ National Targets:  The current NECP target of 38.3% is not matched by an increase in installed solar and wind capacity. This discrepancy, alongside continued gas infrastructure expansion, raises concerns about how decarbonization goals will be achieved. By comparison, the study conducted by RPIA, RWEA - Romanian Wind Energy Association and Deloitte  underlines that to achieve our targets, the share of renewables should be increased to 44.4%, with solar contributing 11.1 GW (6.1 GW utility-scale, 5 GW from prosumers). 🔋 Energy Storage: Romania aims to install 1,200 MW/2,400 MWh of battery storage by 2030, with a goal of 2 GW by 2035 to improve grid flexibility. The NECP target is not aligned with the target in the Energy Strategy, which envisions 2000 MW by 2030. In terms of the real needs of the system, Romania should have 4 GW of storage by 2030, out of which 2 in batteries alone. 📊 Support Mechanisms: Large-scale renewable energy projects remain delayed, awaiting stability signals like Contracts for Difference (CfD), which are vital for ensuring long-term project viability. RPIA continues to engage actively in discussions that shape a circular, sustainable energy system, driving forward Romania’s renewable energy ambition. 🌱
