Since the EU in not dealing with traffic law and bicyle infrastructure standards, a chance to promote cycling-friendly traffic legislation / highway codes regarding infrastructure and a more uniform approach across Europe comes from the UNECE. It is also THE body able to promote a pan-european cycling routes network...
Next week the UNECE Group of Experts on cycle infrastructure will hold its sixth and last session. We will review once again: - the proposal for the ECE cycle route network - the guide for designating cycle route networks - updated definitions of different types of cycle infrastructure - updated definition of the cycle itself - quality parameters for cycle infrastructure - proposed amendments to relevant international conventions - proposed cycle route features for International Transport Infrastructure Observatory, and formulate recommendations for our parent body - Working Party on Transport Trends and Economics. Looking forward to the European Transport Conference next week! Rob Catherall and I will be presenting our review of the evidence base underpinning the approach for estimating one of the key wider economic impacts in DfT’s TAG: output change in imperfectly competitive markets (OCICM). Our review explored the following questions: 1️⃣Has concentration increased in the last two decades? 2️⃣How does that impact price-cost margins? 3️⃣What about the current assumptions around cost pass-through and elasticity of demand in the DfT’s evidence base? And fundamentally: does new evidence mean that the OCICM uplift factor should be adjusted? ↕️
We are looking forward to taking part in the European Transport Conference 2024, hosted by Association for European Transport (AET) from 18-20 September. This annual event brings together transport professionals from Europe and beyond, featuring presentations on policy, best practice, and research in the sector. We are particularly pleased to have several of our colleagues participating in the conference. On the Wednesday, Principal Rob Catherall and Consultant Irmeen Maria Khan will present the paper 'A review of the OCICM parameter in the UK's Transport Analysis Guidance' at the Transport Economics Finance and Appraisal stream. Consultant Laila A. will present 'The impact of climate change on aviation demand through its effect on income' at the Aviation stream and Senior Consult Khaldia Al Kasm and Consultant Eduard Cruset will present 'Testing the relationship between engagement and safety culture' at the Rail Policy and Planning stream. On Thursday, Senior Consultant Enrico Russo and Consultant Wiktor Woszczek will present the paper 'Frameworks for evaluating the trade-offs of open access passenger rail services – a comparative assessment' at the Rail Policy and Planning stream. Thus, there was a need for transport systems that can adapt to changing requirements: For distances that are both long enough for car travel and short enough for air travel, a medium-distance transport system was needed; high-speed rail meets this need. The subject of this webinar is high-speed rail (HSR) and how it transformed the transportation industry. Konstantinos will start presenting the evolution of HSR and then will present key features of HSR (HSR vs conventional rail, engineering and technological innovations for HSR, specific rolling stock technologies es like Maglev, Hyperloop). He will continue comparing HSR with other modes of transport and discuss shortly the environmental impact of HSR. Global examples will show the success of the development of HSR. He will present some aspects of the future of HSR, discuss shortly options for upgrading existing infrastructure for high-speed rail and finally present some initial thoughts about possibilities of HSR in South Africa.

We have just published together with CER (Community of European Railway and Infrastructure Companies) a joint vision on the Proposal for a Regulation on the use of railway infrastructure capacity in the Single European Railway Area. In the paper, we welcome the Proposal, and the work of the co-legislators, as it is a timely and necessary piece of legislation to optimise the use of existing rail infrastructure, boosting the efficiency of capacity and traffic management. Key highlights include (among others): ◾support for the Commission's bottom-up approach; ◾need for sufficient European and national funding to ensure timely implementation; ◾urge against creating new entities or extending tasks beyond the governance proposed by the Commission and the sector.
