Had the pleasure of participating in the Global Action Plan for the Prevention of Runway Incursions workshop in Évora, Portugal. The Workshop was organized by the #FlightSafetyFoundation, #EUROCONTROL, Évora Municipality, and #AirDreamCollege.
Recent close calls in the US and the fatal accident in Haneda, provide a clear indication that Runway Incursion (RI), is a relevant global safety concern that requires immediate attention, from the industry and the regulators.
As a reminder of the possible consequences, let´s not forget that the largest loss of life, in a single aviation accident, was due to a runway incursion.
The people in the front line all strive for flights to be safe. So, the question on people, is why are they making more mistakes and errors?
The imbalance between capacity and demand has increased the pressure on the front line, and this pressure is significantly impacting their performance. We also have many indications that the industry is understaffed, overloaded, fatigued and in many cases the motivation levels are low.
Humans and their performance can be supported by technology, and there is no doubt that the technology exists to significantly reduce the possibility of RI. So, the question, on technology, is why it´s not used to its full potential?
As highlighted, by the FAA’s NAS Safety Review Team, the response includes, but is not limited to, funding strategies, lack of investment, conflicting business priorities, poor facility management, high equipment costs, and misunderstanding of the technology that is required to increase efficiency while maintaining acceptable levels of safety.
It´s this underlining and constant pressure associated with the lack of additional measures that is burning through the barriers, and increasing the risk of more fatal accidents related to RI.
