Human intelligence can be measured by looking at how they interact with nature. Not in legislation but in actual supervision and types of protection. We do not have Fish and Game Police in the Netherlands. Just a colorful collection of supervisors, only a few of whom are sufficiently armed to enforce natural terror. The National Police no longer cares about it at all. The government makes complicated legislation that defeats the purpose of protecting nature. Nowhere is there a country where it is best for birds to fly high and fast to avoid extinction.
