As the City of San Pablo develops the new FY 2025–2027 3-Year General Fund Operating Budget, we want to hear from community members about the budget priorities that are most important to local residents, businesses, and interested parties, with the goal of creating a new budget that ensures the City is financially sustainable into the future while also being able to continue to fund and provide the programs and services that our residents and businesses care about the most. If the draft is agreed, further consultation will follow in the winter. Draft Budget 2024-25 open for feedback 📣 Yesterday afternoon, Council endorsed its draft Budget 2024-25 to be released for community feedback. The draft Budget outlines revenue and expenditure for the following financial year, and a focus on services to be delivered for the community. As we deal with challenging economic times, we need to make tough and responsible decisions. Budget planning goes into full effect in the next month. Lots of questions about changes for 2025, whether because of the US election, or other political shifts. You can safely assume that most larger funder budget decisions will hold off until early / mid 2025. All priorities will likely stay the same for now. So how can you plan accordingly? 1. Try to hold your changes and decisions stable until early next year. You’ll have plenty of info soon enough to make your budget decisions finalized. 2. Assume trends will be similar to this year. Unless we hear otherwise, my sense is things will be very similar in terms of topics and priorities. Justice issues and democracy continue to be very high on funders’ list. 3. Use this time to plan for longer term / 2030. Now is a great time to think about the next 5 years, as opposed to just the next year. Questions? Drop them blow and I’ll answer in order!

Hot off the presses! Two New York City Independent Budget Office reports are out today: 📊 IBO’s analysis of the Mayor’s Executive Budget and economic and revenue forecasts show that the City’s fiscal health looks good for this fiscal year and next: IBO’s projected surplus for this year is $5 billion and for next year is $1 billion. The Administration’s tax revenue forecast, which was much more dire back in November, have come up substantially to match IBO’s levels all along (check out page 5). Check out the full report: https://bit.ly/3K2N1Kk 🌎 IBO’s updated cost scenarios for asylum seeker services remain lower than the Administration’s estimates due to differences in population estimates, partly as a result of the City’s exit requirements out of shelter for adults. New in this report, are estimates of the negative consequences of these exit policies that may be felt by not only the individuals forced to exit but also the larger NYC community, shifting the narrative from the Administration’s presentation of the policies as pure cost savers. Some negative consequences IBO includes are: 1. 💵 The opportunity cost of not receiving work authorizations. 2. 🏥 The potential healthcare costs associated with street homelessness 3. 🚌 The additional cost of busing students to their school from potentially farther locations. Budget 2024: A Balancing Act for Civil Service Spending Chancellor Rachel Reeves’s 2024 budget promises a 1.5% real-terms increase in public spending, roughly £70bn annually over the next six years. But it’s not an even distribution—while Health and Social Care gain, departments like the Home Office and Cabinet Office face cuts. For civil servants, this means adjusting to shifting priorities, tighter resources, and evolving policies, especially as government changes often prompt a new financial landscape.
