The comments of my former-supervisor, Phoenix Ronan, from my most recent, and last, Employee Performance Evaluation (June 2024) as a Principal Budget Analyst at the Connecticut General Assembly's Office of Fiscal Analysis (OFA) follow: "Rachel's assignment is always a topic of interest to legislators and staff. She never has a truly 'slow' session. She gets many questions from legislators, caucus staff, agency personnel, and OPM, and manages all these interactions with courtesy and thoughtfulness. Rachel's ability to edit and format documents is second to no one. She has an 'eagle eye' for spotting discrepancies and can be counted on to find a 'fix' for anything. This is a unique skill-set and not one easy to teach to others." "Rachel has worked hard with Brianna Pollard to build a back-up system to compliment both of their skills. Rachel helped shepherd Brianna through the Fiscal Accountability Report [FAR] presentation and made a great team troubleshooting and finessing the final product. This coming interim I'd like to see them continue to work to share subject matter knowledge and transfer skills. I'd like to see Rachel continue her professional growth in these next years. As a veteran analyst of the office, I hope to see Rachel help more with mentorship of new analysts and help transition junior analysts as they move through the office. As a principal analyst, I hope to see her take more proactive steps to reach beyond her assignment and assist more with office-wide projects and responsibilities." My Herculean efforts to prevent sexual harassment at my work place were not considered by Phoenix as my taking "proactive steps to reach beyond my assignment." For those following me (including HR Administrator, Caroline Beitman), you will not be surprised. For the record, as you already know, I strongly disagree with this conclusion.
