A few cross-country flights in my recent agenda have meant more time to finish my latest read: Venture Meets Mission. The fundamental message of this book is impactful for me personally and professionally, having just wrapped a presentation at the inaugural DIBC | Defense Industrial Base Consortium Symposium on access to capital in the DIB. While we can opine on the need and desire for external capital in the defense R&D community, one thing is certain: the world of capital markets is defined by a universal metric of RETURNS. Without returns, there are no distributions, no renewals, no new allocations, no LPs, no funds – and ultimately the mission, as beneficiary of those funded technologies, suffers. There is evidence that Mission and Capital CAN work together. And, there’s plenty of dry powder on the sidelines ready to be put to work. But, to build a sustainable ecosystem where both operator and investor are aligned means giving equal consideration to what both parties need to demonstrate success. Project Vanguard, a program delivered by the AFWERX Capital Initiatives division, represents that opportunity for warfighter and industry teaming, helping to buy down risk of the government customer's acquisition through the intervention of private capital. During his keynote speech at the South by Southwest conference in March 2024, Col. Elliott Leigh, AFWERX director and chief commercialization officer for the Department of the Air Force, noted that the department’s transition to an enterprise focused on Great Power Competition will require a pipeline of cutting-edge technologies from startups and military personnel to AFWERX. “We need to quickly move [technologies] and get them into the hands of somebody who can do something with them,” Leigh said. “That gives [warfighters] an advantage – what I like to think of as an unfair advantage over their adversaries in a wartime environment.” Due to resource or connection challenges, small businesses often find it difficult to proceed from a prototype project to a full production contract with a government or outside investor. AFWERX Project Vanguard aims to connect these strategic opportunities with additional funding resources. This article highlights that there is no established mechanism that takes a startup from initial prototype to a Program of Record… yet. But I tend to agree with the assessment of the 6 factors that must be in place: “We believe that six factors — built on a foundation of talent and not requiring any new authorities — can scale innovation adoption across the Department of Defense. These factors include a clear problem definition, an empowered program team, an identified transition partner, a contracting vehicle, steady funding, and senior-leader support. These cannot be achieved in a piecemeal fashion. To work, they SHOULD BECOME BUSINESS-AS-USUAL for the department RATHER THAN SIX CONSECUTIVE MIRACLES of defense innovation and acquisition.” I would also highlight that there MUST BE A CHECK ON SUPPLY CHAIN RISK so startups don’t unknowingly deliver capabilities that introduce risk. Looking at this risk proactively sets startups up for LONG-TERM SUCCESS. This continues to be overlooked, and is the hypothesis my company is built on. We have to help startups sell and make these 6 miracles happen while ensuring they can deliver as these miracles take place! I’d love others’ opinions!
