There are kind of significant numbers, even in case that translation is not 100% correct. And it's all about development of General Aviation, UAM, electric, drones and etc. :
"As of the end of 2023, there are 690 registered general aviation enterprises in China, operating 2,900 aircraft, and flying an average of 114,000 hours per month, which are 2.5 times, 1.5 times and 1.8 times that of 2015, respectively. By the end of 2023, there were 1.267 million registered drones in China, a year-on-year increase of 32.2%, 19,000 drone operating enterprises, 194,000 drone operator licenses, and 23.11 million hours of civil drone flights, a year-on-year increase of 11.8%. By the end of 2023, there will be 449 general airports in the country, 7.4 times that of 2015, 28 flight service stations have been built by local governments and civil aviation management units, and 26 provinces will be connected to the network. From 2016 to 2022, the average annual compound growth rate of traditional general aviation flight volume was 8.1%, the fatality rate was less than 0.06 (0.1 in the United States), the number of accidents per million hours was 13, and the number of fatalities per million hours was 11, and in 2023, the number of general aviation flights increased by 27.5% compared with 2019, and the accident rate of 10,000 flights decreased by 42.1% compared with 2019, and the general aviation safety situation was relatively stable."
There is not mentioned billions spent to " state program of development" and other expensive imitation of activity as it is in the rest of the world, just naked numbers.
