Access and effects. Ubiquitous access - that's all orbital regimes. Effects - whatever will deter or halt bad actors from acting, well, badly. The current conversation regarding refueling is myopic. It's like saying, "hey, those observation balloons we have run out of gas and fall out of the sky. We should give them more gas." Or maybe we give the observation corps the space equivalent of a P-51. Or a B-17. Or a DC-3/C-47. Or all of the above. Access and effects. 🚀

If SR×GR time dilation factor is refractive index, periodt, and c is local vacuum light speed, then an object in orbit experiences a refractive index of c²/(c²-v²) along its path (higher in, lower out) upon [either group or phase velocity, need to calc]. If infinite refractive index is hit — an object goes local light speed and yet somehow is an orbit — then the radius of orbit must be 0. So for an electron to have a radius, the two photons of which it is built must be going below local light speed. OR the electron doesn't actually have a radius. But we'd still hit paradox with protons and neutrons. As far as the causation of the refractive index, it may be retroactive. I'm in an orbit, ergo refractive index exists. This suggests the causation is actually position tethering of objects in orbit. But how do elliptical orbits arise?
