Risk mitigation is not a standardised process. There are no one-size-fits-all policies and silver bullets are not to be trusted as a reliable security policy. But there are some basics that everyone can agree on. And on this Day of the Seafarer, safety of crew should be the universal base case from which everything else stems. For reasons political and practical the International Transport Workers’ Federation call to force flags and owners away from transiting in range of Houthi rockets will not be endorsed by the industry organisations who last week called for action. But those same companies today preaching seafarer security who are now routinely sending vessels through the danger zone have a responsibility to set out why they think this represents an acceptable risk. The message today from UN secretary general António Guterres is entirely correct: attacks on international shipping routes and acts of piracy are unacceptable. Ships and seafarers must not be held hostage and hijacked. Seafarers should not be collateral victims in wider geopolitical conflicts. But saying that, and doing something about it, are two entirely different things. Last week we highlighted Lloyd’s List Intelligence data that clearly showed transit volumes through the Red Sea high-risk areas are no longer fluctuating in response to the growing severity or frequency of attacks. If anything they are growing slightly. The outpouring of gratitude and heartfelt celebration of the unsung heroes of global trade, is of course to be welcomed and encouraged.
