Aspect is successful at appeal, ref APP/D3125/W/23/3333133, Land south of New Yatt Road, North Leigh.
Ben Wright, Senior Director, gave evidence relating to a development for up to 43 residential dwellings. The main issues related to the effect on character and appearance of the area, having regard to development in the area, coalescence local landscape and loss of open space.
The Inspector in allowing the appeal noted;
With regard to coalescence, should the appeal site be developed with housing, the appellants have demonstrated that a field to the west, with a distance of some 120m1, would remain before it meets New Yatt Road. A field on the other side of New Yatt Road, where it meets the New Yatt Business Centre, will also remain open. Consequently, the settlements of New Yatt and North Leigh would still be recognisable and quite separate from one another.
The Inspector concurred with Aspect that;
Moreover, although the site is an area of open space, despite the landscaping on its margins, it is nonetheless a featureless parcel of land and does not form part of a valued landscape.
Whilst it serves as an open area, for the reasons already rehearsed, I am not persuaded that the development would fundamentally alter the character and appearance of this part of North Leigh as it seeks to effectively round off the edge of the village, extending no further west than the Masons Grove development to the north and retaining a good degree of separation from New Yatt.
