Draft audit reports. Assist in preparing, conducting and documenting on-site audits of politically-sensitive pretreatment programs. Review and evaluate pretreatment program substantial and non-substantial modifications for compliance with TPDES permit requirements and state and federal statues, rules, policies, and guidelines. Conduct numerical analyses of local limits and incorporates the results into program modifications. Incorporate approved substantial modifications into TPDES permits. Prepare pretreatment sections of routine to moderately-complex TPDES permits. Evaluate pretreatment program annual reports; complete industrial waste surveys and TexTox reports; and make categorical determinations for industrial users. Participate in the resolution of contested permit applications, attend alternative dispute resolutions and public meetings, and prepare expert testimony for public hearings before an Administrative Law Judge or the Commission. Provide basic training to new or less experienced staff; respond to inquiries on assigned permits, audits, and modifications to approved pretreatment programs; communicate information to control authorities, industrial users, agency staff and the public.

The RemMetrik Process of Environmental Remediation Presented By: Steven E. Panter, CGWP, PG (NY) June 20, 2024 Abstract: A remediation process that a employs improved quantitative method(s) of estimating of the volume and/or mass of contaminant in the subsurface, removal and or in situ degradation of the contamination using subsurface pulsing treatment (“SPT”) technology, and evaluation of the degree of remediation by re-applying the quantitative contaminant evaluation methods. The process uses SPT technology with the addition of a vacuum or sub-atmospheric pressure to an extraction well in order to create a push-pull effect to remove free contaminant or residual in conjunction with the pressure wave driving force created in the excitation or excitation well. The process can quantitatively measure the amount of residual contaminant, which up until now has not been possible or tractable using in situ methods, as well as measure the amount of residual that can be removed by SPT. For approximately the past 20 years his work has focused mainly on Brownfield sites in and around New York City. His work focuses on soil and groundwater investigation and remediation; he also works on environmental forensics analysis. He brings statistical and graphical analysis to his work to help understand the distribution and behavior of contamination and to support conceptual models to direct and focus remediation. Using statistical analysis, he is able to view data from multiple perspectives and test different hypotheses.
