I think of it as I do the idea of innovation: it’s about brining people, process, and data/technology together to meet an operational imperative, a mission requirement, or to just make something happen! I know it’s not that simple. I appreciate these words: “Today, I want to focus on integration—a critical theme that I’ve emphasized many times before, but one that deserves continued attention. In any organization’s digital transformation journey, there comes a point where no new capabilities can be created without a concerted effort toward lateral integration across technical silos. This challenge runs counter to many aspects of traditional government programs—such as budget constraints, personnel management, career progression, and direct managerial control.” Read on ….

During my tenure as Deputy Director of Central Intelligence Agency for Digital Innovation (2019–early 2024), I observed several key traits that contribute to effective leadership in a dynamic, mission-focused digital technology organization. What stood out is that some of these leadership traits aren't typically associated with managing large technical programs in the U.S. government—highlighting the value of bringing diverse backgrounds and perspectives to the table. In the coming posts, I’ll share insights on these characteristics. Today, I want to focus on integration—a critical theme that I’ve emphasized many times before, but one that deserves continued attention. In any organization’s digital transformation journey, there comes a point where no new capabilities can be created without a concerted effort toward lateral integration across technical silos. This challenge runs counter to many aspects of traditional government programs—such as budget constraints, personnel management, career progression, and direct managerial control. Integration must be more than a concept; it has to be a daily practice. Before developing a new IT system, for example, has your systems architect collaborated with the cybersecurity team? Has a data specialist been consulted? Ideally, the team should include representatives across the full digital C-suite (CIO, CISO, CDO) and also incorporate mission partners and user experience experts to ensure that the solution meets operational needs. There’s nothing more wasteful than a system developed in isolation, only to find it doesn’t serve its intended purpose.
