CERC Seeks Stakeholders’ Suggestions on Necessary Modifications in GNA Regulations! Seeking suggestions and comments from stakeholders on various issues arising from the evolving requirements of the power sector, the Central Electricity Regulatory Commission (CERC) has released a Staff Paper outlining proposed modifications to the General Network Access (GNA) Regulations. The proposed modifications aim to enhance the efficiency, flexibility, and sustainability of the transmission network, driving growth in the renewable energy sector. Key issues highlighted in the staff paper are: 1️⃣ Substitution of GNA Quantum: Proposals to allow the substitution of GNA quantum between different types of entities without relinquishment charges, facilitating more flexible and cost-effective use of the transmission network. 2️⃣ Use of GNA by Non-GNA Grantees: Discussion on permitting entities without GNA to utilize the GNA of other grantees, optimizing transmission system usage and meeting Renewable Purchase Obligations. 3️⃣ Dual Connectivity for Bulk Consumers: Introduction of dual connectivity for bulk consumers to access both intra-state and inter-state transmission systems, enabling real-time power consumption from renewable sources. 4️⃣ Conn-BG2 for Bulk Consumers: Requirement for bulk consumers to submit Conn-BG2 guarantees towards the cost of augmentation in the ISTS system, aligning with the practices for generators. 5️⃣ Utilization of Connectivity Among Subsidiaries: Proposal to allow connectivity granted to one subsidiary to be utilized by another subsidiary of the same parent company, promoting operational efficiency. 6️⃣ Centralized NOC Platform: Development of a centralized online portal for timely and transparent issuance of NOCs by State Transmission Utilities (STUs), streamlining the GNA application process. 7️⃣ Solar-hour and Non-Solar-hour Connectivity: Introduction of separate connectivity provisions for solar and non-solar hours to optimize transmission infrastructure utilization and support renewable energy integration. 8️⃣ Minimum Utilization for Hybrid ISTS Connectivity: Mandating minimum annual capacity utilization for Renewable Hybrid Generating Stations to prevent under-utilization of transmission systems. The CERC has invited all stakeholders to submit their comments or suggestions on the proposed modifications by November 11, 2024. We have been awarded frame agreement with a Swedish energy company for the delivery of Battery Energy Storage Systems (BESS). The agreement relates to design, delivery, installation, commissioning, adjustment, and handover of BESS in accordance with the framework description. The framework agreement will commence in Q4 2024 and extend for a period of 2 years, with the possibility of three additional 2-year extension options. The framework agreement does not entail any delivery obligations but specifies a maximum delivery volume classified as a large-scale agreement (3). “The ongoing energy transition will require a large scaleup of Battery Energy Storage Systems going forward.
