How is open enrollment going at your Company? If you are responsible for Health & Welfare benefits, you may think your job is (almost) done. But, don't forget that a person with authority at your Company needs to officially adopt all of the changes you are making in order for those changes to be valid. There are a few ways to do this- amending your plan document and/or your summary plan description, drafting a summary of material modifications, or simply creating a resolution that the individual with authority can sign, indicating that all changes described in open enrollment materials have been adopted. Effective July 2, 2024, the Department of Labor announced the 2024 rate for Service Contract Act prevailing health and welfare benefits in All Agency Memorandum 246. The announced rates are as follows: •$5.36 per hour (increased from $4.98) •$4.93 per hour for EO 13706 (increased from $4.57) •$2.36 per hour for Hawaii Prepaid Healthcare Act (HPHCA) employees •$1.93 per hour for Hawaii Prepaid Healthcare Act (HPHCA) employees performing EO 13706 contracts.
