I was asked today to comment in English on the strike on the Polish-Ukrainian border. 📍 I don't feel its calling card, nor do I currently have a driver there. However, I gave a Polish perspective, which I will also share here: ➖ The stick always has 2 ends. As is usually the case, all parties believe that they are the ones who are right. From our perspective this strike is the result of many factors. ➖PL cars were already queuing for departure 2/3 weeks before the strike. ➗ Ukrainian side were waiting usually aprox. 3/4 days, which is much shorter. Despite that, the narration was about bad PL behavior. ➖There is the matter of weat of no quality which flooded the market. Technical grain should not be allowed on the market, there is plenty of evidence for this. It was much cheaper, but should not be given to consumers - this made farmers join the strike. ➖UAE truck were exempted from permits, the mobility package and others for carrying humanitarian aid. This kills competitiveness. ➖A Polish driver driving in Germany is paid the German minimum wage, in France the French. Drivers from the east are paid ... Ukrainian, which is much lower. ➖I have received many notifications that drivers from the East are exempt from the new much higher maut in Germany. Meanwhile, German companies write it off as tax, and Polish companies have to pay it. ✖ The EU is thus working to the disadvantage of the Polish transport industry, which is the leader in Europe 📈 I, privately, would be happy to find compromise and cooperation. Nationalisation. It's one of those trigger words that can elicit a strong reaction, often before any of the detail has been read or processed. If you are of a certain age, it may rekindle memories of (what we think we recall) of rubbish bags piled high in the streets, of the winter of discontent and in the case of the railway, of dirty, late trains and surly, unhelpful staff. If you are much younger, it probably doesn't trigger any of that at all. Which is what made the reaction to Labour's announcement last week regarding their policy for rail all the more interesting. Media outlets love to frame debates from the perspective of strongly opposing views. This time though it was slightly different, as demonstrated by the Spectator and the New Statesman, two papers not known for their alignment. For the Spectator, Labour's policy would have us heading back to the bad old days of nationalisation. For the New Statesman, they questioned whether it had been radical enough. But they did appear to agree on one thing - it would be popular. And that's the point. The policy launched by Louise Haigh MP is generally popular. The detail, much of which has still be fleshed out may be trickier but for many, the state of the railways are such that they would be prepared to give anything a go. At Green Signals, we welcomed the Labour Policy (recognising that much still needs to be worked through) for two main reasons. First it's pragmatic - private sector where it makes sense (e.g. Roscos, Freight, Open Access) and public where it enables a more directing mind approach to performance. Second, it recognises the urgency of needing to do something about performance and delivery. There's a clear commitment to do something from Day 1 - and that's good. That didn't stop a fair amount of fairly strong comment in the days that followed with both sides of the debate decrying the announcement as either "way too far" or "far too little". It's not proper nationalisation without the ROSCOs being nationalised, said one. Who knew that nationalisation could be 'proper' or 'improper'? Then there were howls of protest suggesting the Labour scheme was neither funded nor a plan. But my favourite was the assertion by a number of observers that privatisation had never delivered anything at all anyway. The railways would have grown from 800 million to 1.6 billion passenger journeys per annum without any private sector input they say - it was all down to growth in GDP. Really? Since I was lucky enough to be there in Virgin Trains at that very time, I know that was not the case. But it does demonstrate the depth of feeling. So on this week's Green Signals, Nigel Harris and I have go at analysing some of the more outlandish claims made following Labours's policy announcement. 9,000 members of the Public Service Alliance of Canada (PSAC) and the Canada Border Services Agency (CBSA) along with Customs and Immigration Union (CIU) are set to issue a strike vote starting April 10, 2024. PSAC stated they reached an impasse in bargaining back in September 2023 after nearly two years of negotiations. Members have been without a collective agreement since 2022. If PSCA/CBSA members vote in favor of a strike mandate, supply chains could see potential delays due to service interruptions at the Ports of Entry into Canada.
