Synopsis
On July 28, 2011, the Asheville (NC) Fire Department responded to a structural fire in a six-story medical office building at 445 Biltmore Avenue. Captain Jeffrey Bowen was killed, and nine other firefighters suffered injuries at the fire. The fire was determined to be intentionally set.
Over the ensuing twelve months, Chief Scott Burnette and the Asheville Fire Department (AFD) members embarked on an intensive effort to determine contributing factors and areas of improvement.
Staff Ride Event
The National Fallen Firefighters Foundation (NFFF), in partnership with the AFD, will host a staff ride beginning Friday evening, August 25, 2023, and ending Saturday evening, August 26, 2023. Members of the AFD and NFFF will facilitate a detailed presentation of the events before, during, and after the event using the successful staff ride concept employed by the military and U. S. Forest Service. The event will include pre-work reading, an evening ice breaker on August 25, approximately six “stands” on Saturday, August 26, and a culminating closeout dinner with attendees reflecting on key takeaways from the experience.
Cost and Attendance
There is no cost to attend the event. A grant from the Department of Homeland Security’s Assistance to Firefighters Grant Program is underwriting the staff ride, including travel, lodging, and meals.
Attendance is capped at 36 attendees.

What is a Staff Ride?
Staff rides are learning experiences employed by the military, the U.S. Forest Service, and a host of leadership enterprises. The “ride” consists of three phases: preliminary study, field study, and integration. Attendees are immersed in a particular event, reflect on the actions of those involved, and are asked to draw conclusions about what they have learned. Successfully employed by various organizations, staff rides are a premier learning and growth experience.
