There are times when presidents or presidential candidates will look to curtail the benefit of municipal tax exemption. There are those on both sides of the political spectrum who view municipal tax exemption as a giveaway to the wealthy. The Tax Cut and Jobs Act (TCJA) under President Trump made pre-refunded bonds taxable moving forward, and even President Obama in one of his budgets proposed limiting the benefit of municipal tax exemption to 28%. Nothing came of that proposal, but nevertheless, both sides of the aisle have gone after the tax benefit.
