The Energy Community is exploring four carbon pricing options proposed by the European Commission: a regional emissions trading system (ETS), a fixed-price ETS, a carbon tax, and integration into the EU ETS. These options, outlined in the Impact assessment for the establishment of a regional Emission Trading System in Energy Community Contracting Parties (download in the Get more information section below) and presented in the December 2024 Ministerial Council in Vienna, respond to the Contracting Parties' earlier request for a detailed analysis of the pros and cons of different carbon pricing models for the region. The scenarios range from electricity-only pricing to broader coverage, with gradual alignment to the EU ETS.

Shell’s lobbying activities. Shell has just published an overview of its direct and indirect lobby activities on climate and energy transition in 2023. What do we ask for, who do we work with, what are our positions? In a nutshell; We lobby for policies that are in line with the goals of the Paris agreement and to achieve net zero emissions by 2050. Some examples: -> We lobby for a robust price on carbon, for example via carbon taxes. In the EU, we have supported the EU emissions trading system (ETS) since it started in 2005. And we continue to highlight the need for carbon pricing to drive investments in low-carbon energy solutions. -> Also in the EU, we advocated for more ambitious 2030 SAF (sustainable airline fuels) blending mandates, compared to the original proposal by the European Commission. -> The EU adopted the Renewable Energy Directive (RED) in October 2023. We supported the proposals in the RED to increase the 2030 renewable energy target, and binding mandates for the use of renewable hydrogen and advanced biofuels in industry and transport. Most countries have set net-zero targets, but more action is urgently needed to ensure that these targets are translated into comprehensive policy frameworks to help achieve national net-zero goals.
