The Tank Storage Agreement (TSA) muddle To buy and sell oil, you often need a Tank Storage Agreement (TSA). But getting one can be tricky. Let's break down the steps a buyer goes through and where things get complicated. 1) The buyer knows what oil product they want, how much, and when they'll need it. 2)They know how they'll get the oil (INCOTERM) and where it will be loaded onto a tanker or pipeline. 3)They know the market price and won't fall for suspiciously low offers. 4)They know that for FOB deals, the oil will go to a storage tank before being shipped to them. This could be a tank at the refinery, a temporary tank at a tank farm, or a tanker. 5) Most buyers don't have tanks near the refineries. They need to rent temporary tanks from tank farms. 6)Experienced buyers know where to find these tanks, how big they need, how long they'll need them, and the daily cost. 7) The oil business has many middlemen. The refinery and tank farms have fixed costs and make a profit. The buyer has to factor in all these costs to set their price. Sometimes they even have to sell at a loss! 8) Here's the problem: Sellers want a TSA with the initial offer. But why would a buyer rent a tank before knowing the oil exists and meets their specs? It doesn't make sense for a buyer to spend a lot on a tank rental without proof the oil is real. They should share their company info and a bank letter saying they can pay. Then the seller can show proof the oil exists and is available.
