Crosswalk laws are not as black and white as you may think 😉
The definition in your local code may define the crosswalk alignment (extension of sidewalks), but does it define the actual length? Is it from curb to curb or does it include the ramps?
These small details make a HUGE difference at unsignalized crosswalks.
In the first scenario, curb to curb, a driver would only need to yield if the ped has the ability or courage to step past the curb into the crosswalks, into the street. Which may or may not work out for the pedestrian.
In the second scenario, the pedestrian can safely remain on the sidewalk and still trigger the yield condition.
In Springfield, we reviewed all states and many municipalities' codes and came up with the "Three Foot Rule".
While our crosswalk enforcement follows the conservative state language (officers are placing a foot into the road), we have found in our engineering studies that the three foot rule is being respected by most drivers.
