Ok. Allow me to rant just a tiny bit. I needed to call the IRS today again to ask them to resolve a data issue. The data problem is a payment made 3 months ago that has not been credited to my IRS account. I can see it on my account in a pending status. But now, I’m receiving nasty notices of their “intent to levy” about this $100 due that I have already paid. Did I mention I have already called about this twice?   I became so frustrated with the customer service, I exclaimed “why is it I get a different answer every time I make a call?” Then after the CSR hung up on me, I googled “why are IRS systems so bad?” My answer?   According to the Government Accountability Office (GAO – known as the “investigative arm of Congress”), the “IRS uses hundreds of applications, software and hardware systems that are outdated – 25 years or older, or written in a programming language that is no longer used. (Ahemmm – read “mainframe in COBOL”) Among these, one example stands out: the primary system that IRS uses to process individual taxpayer account data.” (2/15/23) Though efforts are underway to upgrade systems, the work won’t be fully finished until 2030 – when it is 60 years old.   Talk about poor strategic planning! And waste and bad data integrity. IT systems were never intended to last 60 years! So why does my account show one thing when there is a nasty letter being generated elsewhere? Because the IRS uses disparate homegrown systems that are not integrated.
