A new report released on Tuesday by the First Nations Clean Energy Network has found the transition to clean energy will require the development of a skilled workforce - creating new career opportunities for First Nations people. The report, launched with the Federal Minister for Climate Change and Energy Chris Bowen, outlines 12 actionable steps to boost Indigenous employment within the sector. Some key recommendations include; setting employment targets, creating apprenticeship schemes, and ensuring culturally appropriate training. Promoting Pathways in Energy There's been plenty of commentary about potential skills shortages in the energy sector to meet renewable targets (for example, 32,000 electricians will be needed in seven years). One key way to tackle this is by nurturing early career pipeline. Powering Skills Organizations (PSOs) are leading the way in improving training for the energy, gas, and renewable sectors and increasing apprenticeship numbers. PSO's first report suggests five areas to tackle workforce challenges: 💡Articulate pathways to trades to attract more diverse groups 💡Determine if training capacity and capability of the VET system can meet future demand 💡Assess barriers to commence and completion rates for energy trades 💡Conduct a review of training packages in PSO’s remit to determine suitability 💡Conduct a review of training packages to explore renewable pathways into the energy sector Why don't young people choose energy trades or complete their training? One viewpoint from PSO’s CEO stood out: "In some ways, it's a marketing problem." Anecdotal examples: 👂High schoolers don't hear about vocational paths as much as they do about university. 🎓Schools often push university degrees as the best option. 👨👩👧Some parents see university as the best path to success for their kids 🗺️Misconception that energy trades have limited career paths, despite options in various industries like renewables, mining, construction, automotive, manufacturing, health, and teaching. https://lnkd.in/dUr6vpEb Enhanced policy coordination, social dialogue and partnership at planning, design and implementation stages and well-developed and sound national and sectoral policies that increase relevance of skills development to green jobs can help to propel a just transition. This will also require reviewing and (re)formulating skills development policies, including means for validation and recognition of skills and all forms of prior learning jointly by governments, social partners and training institutions at all levels. Systems for identifying and anticipating skills needs for green jobs can benefit from improved labour market information and institutionalized social dialogue. This will lead to provide comprehensive data and information on supply and demand related to skills for green jobs and better match skills needs. A good mix of foundational, technical (hard) and core (soft) skills, including science technology, engineering and mathematics (STEM) skills, is vital to an inclusive just transition to a greener future, allowing everyone reap the benefits of newly created jobs and enabling the transition and job creation. Mainstreaming the green transition through the technical and vocational education and training (TVET) and lifelong learning systems will increase the chance of advancing a just transition. Initial education for young people as well as continuing training for adult workers and job seekers should target specific green jobs and sectors, be inclusive and prioritize the skills needs of vulnerable groups. The use of digital technologies, extended financing, increased apprenticeships opportunities and the role of trainers and teachers and their pedagogical talent are important points in increasing the inclusiveness of training. Public-private partnerships, with a particular attention on micro, small and medium enterprises (MSMEs) and collaborative peer learning in skills development and lifelong learning for green jobs, could drive the sustainable development agenda beyond 2030. The Federal Government has announced $21 billion of new funding initiatives under the Future Made in Australia Act strategic framework. Federal Budget include: A new $7 billion critical minerals value-adding Production Tax Credit (PTC). $3.2 billion additional funding for ARENA technology commercialisation. A $6.7 billion hydrogen production tax incentive and $1.3 billion of additional hydrogen headstart funding. $209m into the Net Zero economy authority. $168m to prioritise approval decisions for renewable projects of national significance. $500m Battery Breakthrough Initiative. $14m to strengthen high-quality critical minerals benchmarks with trade partners. $179m in additional employment & skills supports for regions. $56m in Building Women’s Careers program. $91m to accelerate the development of the clean energy workforce and to expanding the New Energy Apprenticeship Program. $777m for strong First Nations workforce participation & development. This is Australia’s biggest investment, employment, and export opportunity in a century to reorient from our fossil fuel-reliant past.
