Black and brown communities are often an afterthought in the discussion about climate change. Yet the aging, inefficient housing stock concentrated in our communities is one of the worst contributors to GHG emissions. The electrical infrastructure in low-income communities lacks adequate investments and needs to be significantly upgraded. At the same time, we cannot expect low-income communities to disproportionately bear this cost. Therefore, we appreciate when leaders like Cynthia McClain-Hill, President and Commissioner of the Los Angeles Department of Water and Power, catalyze important initiatives, such as Project Powerhouse, thus lowering the cost of construction of affordable housing units. SoLa’s “Making Black and brown communities green” initiative is about ensuring that the clean energy and climate transition serves all members of society as it relates to financial outcomes, air quality, and access to open space. It's about environmental justice. In 2021, SoLa Impact won a significant grant from the California Energy Commission (CEC) to design a mixed-use net zero affordable housing community. SoLa, alongside GenslerBuro HappoldLogos Development and Pastor Martin C., Immanuel Baptist Church, and USGBC-Los Angeles, recently submitted our designs to the CEC for Part 2 of the grant to complete the build-out of this resilience hub and affordable housing community. The project is a mixed-use, resilient, net-zero affordable housing community located on church-owned land in Compton, California -- one of America’s most notorious and underserved cities. The two-acre ground-up development features 73 affordable rental units, 10 for-sale affordable townhomes, 10 affordable ADUs, and a state-of-the-art 10,190 SF resilience hub. The resilience hub consists of a community center, indoor and outdoor daycare, as well as a multipurpose facility that will provide community-tailored programming (vocational training, mental health services, etc.) as well as a House of Worship for the Immanuel Baptist Church. Equipped with a grid-interactive microgrid, PV solar, and batteries, the entire community will have net zero energy and operational GHG emissions while being able to island from SoCal Edison’s grid for up to three days during power outages.
