SDA is doing our part by providing a predictable marketplace that allows industry to be more effective and proactive. This article identifies some of the ways SDA offers a few benefits for industry, including: 1. Predictable acquisition cycles with new contracts issued every two years that help companies from primes to suppliers prepare. 2. Flexible contract methods, including Other Transaction Authority, that allow the office to better absorb the effects of budgetary anomalies, such as continuing resolutions. 3. "The Defense Department should step up support of commercial space companies to take advantage of capabilities that might otherwise be lost, a new report concludes. That recommendation is among several in a study called Space Agenda 2025 released Oct. 24 by The Aerospace Corporation and its Center for Space Policy and Strategy (CSPS). The report is intended to provide advice to the next administration on key topics in civil, commercial and national security space. In a briefing held in advance of the report’s release, Sam Wilson, systems director at CSPS, said the Defense Department is benefitting from growing commercial capabilities in areas like commercial remote sensing, much of which was fueled by a boom in private investment in space companies several years ago. Private investment has dropped significantly since a peak in 2021, though, and investors say access to capital remains difficult for space companies today, especially those trying to raise larger, later rounds." #commercialspace

U.S. Space Command has a new strategy: Integrating more commercial systems into their operations. This comes at a time when the national security space community is beginning to work more with the private sector. And although it’s not a new idea, it is certainly a more focused and strategic effort to successfully engage and leverage new commercially developed technology from a broader base of space sector participants. "The strategies are part of a larger Defense Department push to better engage with private sector space companies, encouraging the acquisition workforce to look for off-the-shelf systems when possible and developing concepts for how it will leverage commercial technology in future conflicts," writes Courtney Albon. This is a positive step and one that will need nurturing at all echelons, as it will require a cultural adjustment. Policy Guides Strategy! This USSF Commercial space strategy document is a reflection of policy! Now for the money and institutional capacities to leverage all that! Tip: Policy agenda setting, policy formulation, policy implementation (strategy matters a lot here), and policy evaluation [effectiveness]! The 2022 [U.S.] National Defense Strategy directs that the DoD “will increase collaboration with the private sector in priority areas, especially with the commercial space industry, leveraging its technological advancements and entrepreneurial spirit to enable new capabilities.” Furthermore, the 2024 DoD CSIS aligns Department-wide integration of commercial space solutions and the USSF CSS lays out a strategy for leveraging commercial capacity to improve the resiliency and lethality of the Nation’s space capabilities...mature and emerging commercial space solutions offer opportunities for the USSF to explore new avenues for meeting its requirements. The commercial sector in the United States is now developing solutions that were previously only pursued by the government, such as proliferated commercial low Earth orbit capabilities and on-orbit servicing, assembly, and manufacturing. U.S. launch providers also continue to innovate and improve access to and return from space. In this chapter, authors authors Bill Chen, Mindy Han, Dr. Sarah Georgin and Robert (Sam) Wilson examine the new commercial landscape and discusses how the DOD can leverage U.S. commercial space assets and services that were paid for by other investors or serve as an anchor tenant to ensure it can use these assets and services in the future.
