There is a way to evaluate the risks with the drug available. Every assumption and scenario can have error bars. There is even a standard method for estimating software failures. The main problem is that leaves a larger but still small risk. Let’s say it was 1:1000 when approved and is now 1:100. Is 99% to get home safely worth avoiding at least 7 more months and disrupting many other missions? The decision probably needs 100 people who need to be unanimous so “more data” will be needed until they can get closer to the 1:1000 or 8 months of data collection make it irrelevant

Boeing's Starliner spacecraft undocked from the ISS on Friday, completing a key unscrewed test mission. Originally set for eight days, the mission was extended to eight months due to propulsion issues, including thruster failures and helium leaks. Boeing, with NASA's help, has spent $125 million addressing these issues, bringing total cost overruns to $1.6 billion since 2016. Despite past setbacks, including a failed 2019 test flight and a partially successful 2022 mission, Starliner is set to re-enter Earth's atmosphere around 11:17 p.m. ET, with a parachute-assisted landing expected at White Sands, New Mexico. Boeing plans to recover the spacecraft and continue investigating the thruster malfunctions, relying on simulated tests for further analysis.
