The California Globe published another article of mine, this one delving into the realities of brownfield redevelopment across California, highlighting the impact of CalEPA's February 2023 Vapor Intrusion Guidance, and its profound implications for urban development. Special thanks to #MattWinefield for a contributory comment, and #FrostBrownTodd Key Insights: Brownfield Complexity: With an estimated 200,000 sites, California faces significant challenges in redeveloping underutilized, abandoned, or contaminated properties. These sites offer opportunities for economic and sustainable growth but come with considerable environmental, legal, and financial hurdles. Vapor Intrusion Guidance: Recent guidelines from CalEPA have introduced more stringent measures to assess and manage the health risks associated with vapor intrusion (VI), the process by which volatile chemicals from contaminated ground seep into indoor air spaces. Economic and Developmental Impacts: The new attenuation factor (AF) recommendation of 0.03 could significantly alter the landscape of real estate transactions and redevelopment plans. This needlessly stringent measure may increase remediation costs and extend the timelines for project completion, impacting the feasibility of brownfield projects. Conclusion: Finding a balance between protecting public health and promoting redevelopment is crucial. While stringent guidelines aim to enhance safety, they could potentially stifle redevelopment efforts, critical for addressing the state’s housing and environmental sustainability goals. Have to say some of the best materials management I've seen on a construction project. This is what you get when you have very limited landfill options and no offsite recycling options. The UK could learn a lot from this approach. Just think of all the lorry movements (and cost) saved, all through good planning.

“Our Creativity Differentiates Us!" is one of our core values here at ICS, and our NorCal project teams have showcased a prime example of their creativity in our ongoing dig and haul project (turned dig, treat and haul) in Marysville, CA. The original scope of this project called for the excavation and disposal of approximately 1,400 cubic yards of lead-impacted soil deemed Non-RCRA Hazardous (California-Hazardous) requiring disposal at a Class I landfill. However, our team proposed an alternate approach to treat the soil onsite first and later dispose of the treated soil as Non-Hazardous to a nearby local landfill delivering value in the form of a) reducing overall costs, and b) de-risking the Generator and stakeholders from long-term liability associated with disposal of hazardous waste at a Class I landfill. Onsite engineered lined containment cells as part of an regulatory approved site environmental plan or remediation action plan are becoming more commonplace as contaminated soil reuse including PFAS contaminated material and other forever compounds are more universally assessed and remediated. Approved offsite landfill sites are limited, often a long distance from site and are a higher cost option for remediation via offsite disposal. Development around existing landfills may also require landfill gas mitigation measures often in the form of surface or trench liners as part of an engineered cell design to stop or minimize the potential for landfill gas migration to site users and the environment. Regional Landfill Capacity Study available for download. We have concluded a study, led by Burns & McDonnell, to forecast regional landfill capacity. The scenarios within the study indicate the region has a range of 19 to 37 complete years of landfill capacity remaining. Join us for a public meeting to discuss the study findings on Jan. 24, 6-7 p.m. at Metropolitan Community College-Kansas City's Longview campus. The study is intended to inform solid waste planning, programming and permitting activities at the state, regional and local levels and to serve as a prelude to a future regional solid waste plan. This study is not an evaluation of any specific landfill expansion or proposed landfill. MARC and the Solid Waste Management District are non-regulatory entities and have no formal role in the development, siting or expansion of landfills or waste transfer stations. These sites are governed by state and local permitting and zoning processes overseen by the Missouri Department of Natural Resources, Kansas Department of Health and Environment, and individual city and county governments. I'm in Hartford for a few days for Board meetings with the Construction & Demolition Recycling Association (CDRA). Groups like this are invaluable to leverage potential environmental benefits from recycling programs across the country. The best mitigative measures always start with not having to use raw materials and locating recycling facilities intelligently to minimize vehicle miles traveled.
