How NATO and its Indo-Pacific partners can work together in an era of strategic competition By Gorana Grgić Aug 7, 2024 Amid rising threats from Russia and China, it is in the interest of both NATO and its Indo-Pacific partners to deepen their cooperation. The NATO-IP4 format has already proven useful for information sharing and presenting a unified front to promote common values vis-à-vis revisionist states. The Alliance should build on the significant groundwork that has already been laid for integrating the IP4 into various NATO structures and processes to continue the multiparty coordination and “regularize” these partnerships in a way that would shield them from domestic politics. However, considering that Chinese and Russian disinformation campaigns have propagated the narrative that NATO is attempting to expand into the Indo-Pacific, it is crucial for the Alliance to consistently emphasize that the partnerships with IP4 nations, or any future potential partners from the region, are not a prelude to full membership. Finally, while it may seem self-evident, managing and reconciling expectations is crucial, as NATO operates on a consensus basis. Therefore, given the past episodes of disagreements among allies around NATO’s outreach to the Indo-Pacific, it is imperative to handle these relations carefully to avoid creating unnecessary intra-Alliance tensions and to demonstrate how nurturing ties with the IP4 serves the interests of both sides.

Gov. Justice, West Virginia National Guard announce new state partnership with African nation of Gabon. Gov. Jim Justice announced today the West Virginia National Guard has been selected as the U.S. partner to the nation of Gabon in central Africa for the National Guard Bureau’s State Partnership Program, expanding its successful program to a third partner nation.  "I'm thrilled to announce this groundbreaking partnership with Gabon because it's a testament to our National Guard's influence and ability to contribute to global security," Gov Justice said. "More importantly, this partnership also underscores West Virginia's pivotal role on the global stage. Time and time again, West Virginians prove to be leaders in every initiative, including strategic military operations. The National Guard’s actions will be instrumental in promoting regional stability, and I know they’ll continue to demonstrate unwavering commitment to expanding global alliances while showcasing West Virginia state pride among our international allies." “I am incredibly honored that our West Virginia National Guard has been selected to partner with Gabon through the SPP and will have the opportunity to address regional challenges and strategic imperatives in Africa in coordination with our Gabonese partners,” Maj. I have joined the online sessions of the NATO Public Forum 2024, and Day One was particularly insightful. This dynamic event, held in conjunction with NATO's Washington Summit, brings together global leaders, security experts, and the public for engaging discussions on crucial topics. The forum featured engaging discussions on contemporary geopolitical challenges, the evolving role of NATO, and the importance of international cooperation in maintaining peace and stability. One of the highlights was the in-depth analysis of current geopolitical tensions and how NATO's strategies are adapting to new global realities. The conversations on cyber security, emerging technologies, and collaborative defence mechanisms were particularly enlightening and underscored the importance of unity and resilience in the face of diverse threats. Ukraine was discussed a lot throughout the forum. The insights into NATO's support for Ukraine and strategies to bolster its defence capabilities were impactful. The emphasis on solidarity with Ukraine and the exploration of measures to address the conflict's broader implications for regional and global security were especially pertinent. Hearing firsthand accounts and expert analyses about the challenges faced by Ukraine and the international community's response was sobering. The commitment to upholding democratic values and ensuring the sovereignty and territorial integrity of Ukraine highlighted the importance of collective action and support. The discussions also covered the broader geopolitical ramifications of the war, including its impact on energy security, economic stability, and the international order. Interoperability: The missing link in Indo-Pacific security Jennifer Parker 16 Aug 2024  Settling on a definition of an overused buzzword is the first step for Australia to ensure successful military partnerships in Southeast Asia. The rise of minilaterals, quadrilaterals, and other groupings in the Indo-Pacific have become increasingly important to the regional security architecture. However, a significant challenge to what Australian Defence Minister Richard Marles has described as this “latticework of partnerships” approach is the ability bring together the military elements of these groupings in the event of a crisis – whether in response to a disaster or a regional conflict. This “interoperability” is key to military relationships. However, unlike organisations such as the North Atlantic Treaty Organisation, which have agreed-upon frameworks and generalised strategic alignment, the Indo-Pacific latticework approach lacks the necessary functionality. Interoperability exists on a spectrum – it’s not a binary measure, fully interoperable or not, but rather it occurs in varying degrees. The Royal Australian Air Force breaks these degrees down to the areas of deconflicted, compatible and integrated, and this approach would have broader applicability to kind of military interoperability sought between Australia and Southeast Asian countries. These can serve as aspirational goals within the agreed mission sets or operational scenarios. “Interchangeability” implies something more, yet there is no publicly available Australian military definition for it. NATO defines interchangeability as “the ability of one product, process or service to be used in place of another to fulfil the same requirements”. But for Australia, this kind of ambition is most likely to be achieved with alliance partners such as the United States and New Zealand. It is unlikely to be achieved in the context of the latticework approach to the Indo-Pacific, or in Australia’s current, bilateral or minilateral relationships in Southeast Asia. But by focusing on shared mission sets and realistic goals for collaboration, Australia can build more meaningful and effective operational partnerships in the region. Australia cannot define interoperability as a one-size-fits-all solution, but as a flexible, context-driven approach, tailored to the specific needs and challenges of its Southeast Asian partners.

n a series of strategic moves aimed at bolstering its national security and deepening international alliances, Ukraine has recently signed pivotal bilateral security agreements with Denmark, Italy, and Canada. These agreements mark a significant step in Ukraine's efforts to enhance its defense capabilities and integrate more closely with Western defense structures, particularly NATO. The agreement with Canada outlines a comprehensive package of defense support for Ukraine spanning one year. It underscores Canada's strong stance in favor of Ukraine's accession to NATO, offering specific avenues for cooperation in defense production, cyber security enhancement, demining efforts, and the safeguarding of critical infrastructure. This partnership reflects a deep commitment to bolstering Ukraine's resilience against threats and advancing its military capabilities. Similarly, Ukraine's accord with Italy focuses on vital defense cooperation at both European and Euro-Atlantic levels. President Zelenskyy highlighted the agreement as a cornerstone of Ukraine's security strategy, emphasizing the importance of collaborative defense initiatives in strengthening Ukraine's position on the international stage. Denmark has also stepped forward as a key ally, with Ukraine signing an agreement on security cooperation and long-term support. Notably, Denmark is the first non-G7 country to enter into such an agreement with Ukraine, signaling a broadening base of international support. The Danish commitment includes a substantial military support package of at least €1.8B for 2024, alongside a significant €8.5B from the Danish Fund for the Support of Ukraine earmarked for 2023-2028. As I listened to world leaders announce the signing of the Ukraine Compact on the sidelines of NATO’s 75th anniversary summit at the Walter E. Washington Convention Center, my mind drifted back to September 13, 2022. On that cold, rainy day, Anders Fogh Rasmussen and I first unveiled the Kyiv Security Compact concept. President Zelenskyy’s idea, which Anders and I began to implement together, was that allies should provide Ukraine with everything necessary to defeat Russia on the battlefield and to deter further aggression. The proposal outlined a set of measures designed to ensure that Ukraine could defend itself independently until it joins NATO. Specifically, it included commitments from a group of guarantor states to provide weapons, conduct joint exercises under the EU and NATO flags, share intelligence, and assist in developing Ukraine’s defense industry. We claimed that security commitments were not an end in themselves, but a transitional phase towards Ukraine’s full-fledged membership in both the European Union and the NATO Alliance. At the time, one journalist asked if I truly believed we could find even half a dozen countries willing to support this initiative. I responded with a line from John Lennon’s song: “You may say I’m a dreamer, but I’m not the only one.” This has proved to be an accurate forecast. At the NATO Vilnius summit in July 2023, G7 leaders issued a Joint Declaration of Support for Ukraine, based on our initiative. Other countries began joining soon after. Before long, their number exceeded thirty. By that time, we already had several bilateral security agreements in place. This work is ongoing, with 23 bilateral agreements currently signed. Together with our allies, we set out on the path to restore the European security architecture. We are determined not to stray from it again. The Ukraine Compact, open for others to join, became the final piece in creating an ecosystem of security guarantees for our country. It is designed to enhance Ukraine’s resilience and ability to defend itself in the future, and to serve as a bridge during the period when Article 5 does not yet apply. I’m pleased that this aligns perfectly with Anders’ and my original draft. The bridge metaphor is also enshrined in the NATO summit’s final declaration. This is a crucial detail. Since 2008, Ukraine has been hitting a glass wall trying to enter the Alliance’s supposedly “open doors,” and now it has been removed. The summit declaration’s statement on Ukraine’s irreversible path to NATO is another strong step. Throughout the past year, Anders and I have emphasized again and again: NATO leaders need to make it clear to Vladimir Putin that his war is futile, that support for Ukraine will not waver, and that Ukraine will sooner rather than later become a NATO member. https://lnkd.in/eTnv-Y-S
