NEWS // Portugal Creates Cash Refund for High-Budget Films and Series This month, Portugal has unveiled a 30% cash refund incentive to attract higher-budget film and TV productions. This cash refund is in addition to the existing cash rebate of 25% - 30%, known as the Tourism and Cinema Support Fund (FATC). Administered by the Instituto do Cinema e Audiovisual (ICA), the Portuguese national film agency, these incentives aim to establish Portugal as a premier filming destination. The incentives are available to national and international projects of all budget ranges and structures. The goal is to integrate productions organically with Portugal's rich heritage and diverse landscapes, while providing a boost to the local film industry and economies. Last week SPI launched the first Economic Impact Study of the film incentive supporting international productions filming in Spain. SPI collaborated closely with key service producers and international content investors operating in Spain, gathering data on production spend in the country from 2019 to 2022. Data from 80 incentivised productions, including feature films and television series, show that most spend was concentrated Spain’s four key production hubs: Madrid (€194.8 million, 31 productions), Catalonia (€119.8 million, 19 productions), the Canary Islands (€106.3 million, 12 productions) and Andalusia (€95.3 million, 31 productions). Nevertheless, significant impacts can be seen in many other autonomous communities, showing the widespread impact of film and television production across areas. EUROCINEMA 🎦 welcomes the announcement by the German Minister of Culture, Claudia Roth, of her plan to reform the German film 🎞 financing system as part of the transposition of the AVMS directive, which includes an obligation for streamers and other VoD services to reinvest 20% of their revenues generated in Germany in European audiovisual production, with 70% of this amount to be devoted to original German-language productions. SPI recently launched the first Economic Impact Study of the film incentive supporting international productions filming in Spain. Based on project data collected by SPI between 2019 to 2022, incentivised international film and television production generated an estimated minimum of €1,795 million in GVA contributions to Spain’s economy. The overall GVA RoI was 9.0, meaning that for every €1 invested through the programme, the benefit to the Spanish economy was €9 in terms of additional economic value from direct, indirect, and induced effects. It was a pleasure speaking with Regina Reyes-Heroles and Ilana Sod from Milenio Negocios. We discussed key initiatives to support the film industry over the next six years, the current state of Mexican cinema, and insights from my time leading The Lift Mexico. A top priority remains securing internationally competitive incentives that will keep the Mexican film industry attractive to foreign investment. We urgently need to update our fiscal policies to compete with countries like England, Spain, and Colombia, which offer compelling tax credits and cash rebates to production companies. The rise of streaming services and the pandemic has also significantly impacted cinema attendance. In fact, national cinema’s market share has dropped from double digits in 2019 to just 4.8% last year. Local filmmakers need more robust support, and protecting as well as expanding Focine's budget for national productions is essential. At The Lift, I've witnessed how partnerships between larger and smaller production companies can help ensure that smaller players maintain their budgets and continue to thrive. Encouraging this kind of collaboration is crucial to building a vibrant filmmaking ecosystem – one that empowers us to advocate for our industry and the 110,000 professionals who work in it.
